Mumbai: Maharashtra UCC has moved a step forward after the Maharashtra government said it will appoint a committee led by a retired Bombay High Court judge to prepare a draft Uniform Civil Code (UCC). The announcement was made in the Maharashtra Assembly by Minister of State for Home Yogesh Kadam. The proposed law aims to create a common civil framework for issues such as marriage, divorce and related family matters across communities in the state.
Details of Maharashtra UCC Framework
The Maharashtra government has decided to begin the drafting process for a Uniform Civil Code by setting up an expert panel headed by a retired High Court judge. According to Yogesh Kadam, the move follows directions from Chief Minister Devendra Fadnavis and is meant to prepare a formal draft before the government takes the next step on implementation.
Kadam told the Assembly that the government wants to implement the UCC “effectively and in its true spirit.” He also said the proposed code would not target any one religion and would apply equally to all communities once brought into force.
Triple Talaq Angle: What the Law Already Says
India already has a central law on triple talaq: The Muslim Women (Protection of Rights on Marriage) Act, 2019. Under this law, instant triple talaq is void and illegal. The law also provides punishment for pronouncing such talaq.
In the Assembly, the Maharashtra government shared data showing:
| Year | Triple talaq cases registered in Maharashtra | Action/Arrests mentioned by govt |
| 2024 | 42 | Action against 152 persons |
| 2025 | 39 | Action against 137 persons; 95 arrests |
