Raipur: The Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Deo Sai, has concluded a key meeting at the Mahanadi Bhavan, Secretariat. Several major policy decisions were taken across governance, legal reform, women empowerment, industry, mining, and rural development sectors.
Deputy Chief Minister Arun Sao briefed the media on the outcomes of the meeting.
UCC Committee Formed to Draft Uniform Civil Code
One of the most significant decisions was the move towards implementing a Uniform Civil Code (UCC) in Chhattisgarh.
The Cabinet approved the formation of a high-level committee under retired Supreme Court judge Ranjana Prakash Desai to prepare a draft UCC for the state.
The committee will:
- Collect suggestions from citizens, experts, and organizations
- Examine laws related to marriage, divorce, inheritance, adoption, and maintenance
- Prepare a uniform legal framework for the state
- Use online feedback portals for public consultation
The final draft will be presented to the Cabinet and then placed before the Assembly for approval.
Women Get Major Relief in Property Registration Fees
In a major women-centric decision, the Cabinet approved a 50% reduction in stamp duty and registration fees for properties registered in the name of women.
The move aims to:
- Promote women’s property ownership
- Strengthen economic independence
- Encourage asset creation among women
The government estimates a revenue impact of approximately ₹153 crore, but has prioritized women empowerment.
Relief for Soldiers and Their Families
The Cabinet also announced benefits for serving and retired armed forces personnel and their widows.
Key decision:
- 25% stamp duty exemption on property purchases up to ₹25 lakh within Chhattisgarh
- One-time benefit for soldiers and their families
The initiative is expected to provide financial relief and support long-term settlement needs of defence families.
Industrial Policy and Ease of Doing Business Boost
The Cabinet approved amendments to the Chhattisgarh Industrial Land and Building Management Rules, 2015.
Key highlights include:
- Expanded eligibility for service sector allocations
- Clear land allotment norms and limits
- Inclusion of NBFCs for better financing options
- Promotion of PPP (Public-Private Partnership) models
- Improved transparency in shareholding rules
- Strengthening of Ease of Doing Business framework
These reforms aim to attract investment and accelerate industrial growth in the state.
New Rules to Regulate Sand Mining and Prevent Illegal Extraction
The Cabinet approved amendments to the minor mineral (sand mining) rules, 2025.
Key changes include:
- Authority to reserve sand mines for state PSUs like Chhattisgarh Mineral Development Corporation (CMDC)
- Improved supply stability in remote areas
- Strict penalties for illegal mining:
- Minimum fine ₹25,000
- Maximum fine ₹5 lakh
The move aims to ensure regulated and transparent sand supply across the state.
Rural Economy and Dairy Sector Reforms
Several decisions were taken to strengthen rural livelihoods and animal husbandry:
- Dairy development schemes extended to all categories
- MoU updates with National Dairy Development Board (NDDB)
- Vaccine procurement through Indian Immunologicals Limited
- Strengthening of livestock healthcare and rural income systems
Major Financial Decision on Pension Settlement
The Cabinet also approved a significant financial settlement under the Madhya Pradesh Reorganisation Act, 2000.
Key update:
- Agreement to recover ₹10,536 crore pension dues from Madhya Pradesh
- ₹2,000 crore already received
- Remaining amount to be paid in six instalments
The Chhattisgarh Cabinet meeting led by CM Vishnu Deo Sai has delivered a wide range of decisions focused on legal reform, women empowerment, infrastructure development, industrial growth, and rural welfare.
