New Delhi: The Appointments Committee of the Cabinet (ACC) has approved the extension of the inter-cadre deputation of 2017-batch IAS officer Dr. Syed Fakhrudin Hamid from the Assam-Meghalaya cadre to the AGMUT cadre (Union Territory of Jammu & Kashmir) for a further period of one year.
According to an order issued by the Department of Personnel and Training (DoPT) on June 28, the extension will take effect beyond July 7, 2026, in relaxation of the existing inter-cadre deputation policy.
The decision allows Dr. Hamid to continue serving in Jammu & Kashmir, where he is currently posted as the Deputy Commissioner (DC) of Baramulla district.
Extension Approved by ACC
The DoPT notification stated that the extension of Dr. Hamid’s tenure has been approved by the Appointments Committee of the Cabinet, enabling him to remain on inter-cadre deputation to the AGMUT cadre for another year.
The extension has been granted as a relaxation under the prevailing deputation policy, ensuring administrative continuity in the Union Territory.

Currently Serving as Deputy Commissioner, Baramulla
Dr. Syed Fakhrudin Hamid assumed charge as the Deputy Commissioner of Baramulla on February 23, 2026, after serving in other key administrative assignments in Jammu & Kashmir.
As Deputy Commissioner, he is responsible for overseeing district administration, implementation of government schemes, development projects, disaster management, law and order coordination, and public service delivery in one of the Union Territory’s important districts.
About IAS Officer Dr. Syed Fakhrudin Hamid
Dr. Syed Fakhrudin Hamid is a 2017-batch Indian Administrative Service (IAS) officer belonging to the Assam-Meghalaya cadre. Born on February 18, 1987, he is originally from Jammu & Kashmir and has an academic background that combines healthcare and public administration.
He completed his Bachelor of Dental Surgery (B.D.S.) from the University of Kashmir before earning a Master’s degree in Public Management from Jawaharlal Nehru University (JNU), New Delhi. He joined the IAS as a Direct Recruit through the UPSC Civil Services Examination and was reportedly mentored by the Zakat Foundation of India during his UPSC preparation.
Career in Civil Services
During his tenure in the Assam-Meghalaya cadre, Dr. Hamid held several important administrative assignments, including serving as the Sub-Divisional Officer (SDO), Dadenggre in Meghalaya.
He later moved to his home region on inter-cadre deputation to the AGMUT cadre and has since served in significant district-level administrative positions in Jammu & Kashmir.
Before taking over as Deputy Commissioner of Baramulla, he also served as the Deputy Commissioner of Anantnag, where he supervised governance, development programmes and district administration.
Fluent in English, Hindi, Kashmiri and Urdu, Dr. Hamid is known for his administrative experience across both the North-East and Jammu & Kashmir.
With the latest approval by the ACC, he will continue serving in the Union Territory beyond July 7, 2026, ensuring continuity in district administration.
