Bhopal: The Madhya Pradesh Cabinet, chaired by Chief Minister Mohan Yadav, has approved several major proposals worth around ₹2,300 crore aimed at strengthening infrastructure, digital governance, education, healthcare, environmental development and rehabilitation programmes across the state.
The Cabinet meeting approved key initiatives including the modernisation of the State Data Centre with an ₹800 crore investment, continuation of the Chief Minister Scooty Scheme till 2031, Namo Green City Scheme, rehabilitation packages for project-affected families and technology-focused development projects.
Madhya Pradesh Cabinet Approves ₹2,300 Crore for Infrastructure and Rehabilitation Works
The Cabinet approved a total allocation of ₹2,300 crore for infrastructure development and rehabilitation activities in the state.
The major decisions focus on:
- Digital infrastructure expansion.
- Urban environmental development.
- Student welfare schemes.
- Irrigation project rehabilitation.
- Technology and innovation promotion.
- Strengthening legal and healthcare services.
₹800 Crore Approved for State Data Centre Modernisation
The Cabinet approved ₹800 crore for the expansion and modernisation of Madhya Pradesh State Data Centre (MPSDC) 3.0.
The project will include:
- Modernisation of the existing State Data Centre.
- Expansion of IT infrastructure.
- Disaster Recovery (DR) capacity enhancement.
- Development of supporting non-IT infrastructure.
The State Data Centre, operated by Madhya Pradesh State Electronics Development Corporation (MPSEDC), has been providing hosting services for government IT applications since December 12, 2012.
The upgraded facility will support growing digital services and emerging technologies such as:
- Artificial Intelligence (AI).
- Quantum computing.
- Advanced data processing systems.
The project will be implemented in three phases:
- Development of core IT and non-IT infrastructure, computer storage and networking.
- Establishment of Disaster Recovery facilities and strengthening recovery systems.
- Further expansion of IT infrastructure.
The upgraded data centre will help provide faster, secure and efficient online government services to citizens.

₹123 Crore Approved for Science Park, Citizen Database and Biotechnology Park
The Cabinet approved ₹123 crore for continuing major science and technology projects from April 2026 to March 2031.
The approved funds include:
- ₹39.39 crore for the Science Park project.
- ₹75 crore for the Single Citizen Database project.
- ₹8.59 crore for the Biotechnology Park.
Science Park Development
A modern planetarium and astronomical observatory is being developed at the Acharya Varah Mihir Trust campus in Ujjain.
The facility will include:
- 1-metre optical telescope.
- 4.5-metre radio telescope.
It will provide research and learning opportunities for students, researchers and young scientists while promoting scientific awareness.
Single Citizen Database Project
The government is developing an integrated database of Madhya Pradesh residents to make public services faster and more transparent.
The project aims to:
- Reduce repeated registrations across departments.
- Enable easier delivery of welfare schemes.
- Provide services through verified citizen information.
The initiative will also support Aadhaar authentication, e-KYC services and Direct Benefit Transfer (DBT) systems.
Biotechnology Park Development
The Biotechnology Park project aims to promote:
- Biotechnology research.
- Innovation.
- Entrepreneurship.
- Startup incubation.
The project is being developed under the National Biotechnology Park Scheme of the Government of India.
Chief Minister Scooty Scheme Extended Till 2031 with ₹495 Crore Allocation
The Cabinet approved the continuation of the Chief Minister Scooty Scheme from 2026-27 to 2030-31 with a budget provision of ₹495 crore.
Under the scheme, students studying in government higher secondary schools will receive scooters if they secure first position in their school.
Eligibility includes:
- Regular students appearing in the first attempt.
- Minimum 70% marks.
- First rank holders among boys and girls.
The scheme will continue to support student mobility and encourage academic excellence.
Namo Green City Scheme Gets ₹100 Crore Approval
The Cabinet approved ₹100 crore for the Namo Harit Nagar Yojana to develop urban forests in 65 urban local bodies across Madhya Pradesh.
The scheme aims to:
- Improve air quality.
- Increase greenery in cities.
- Protect biodiversity.
- Create healthier urban environments.
- Support climate-friendly development.
Under the scheme, at least one urban forest of a minimum half-acre area will be developed in each selected local body.
Funds will be released to urban bodies in three instalments.
New Policy Approved for Disposal of Government Procured Food Grains
The Cabinet approved the Madhya Pradesh Procured Wheat, Gram, Jowar and Bajra Disposal Policy 2026.
The policy aims to ensure systematic disposal of procured agricultural commodities and achieve better returns.
A state-level committee headed by the Chief Secretary will:
- Decide quantity for sale.
- Fix reserve prices.
- Conduct e-tender and e-auction processes.
- Review and approve disposal procedures.
IT, ITES and ESDM Investment Policy 2023 Amended
The Cabinet approved amendments to the Madhya Pradesh IT, ITES and ESDM Investment Promotion Policy 2023.
The changes aim to make the policy more attractive for technology companies and investors.
Under the revised provisions:
- Existing IT and data centre companies expanding operations must increase investment by at least 30% or expand operational area by 30%.
- Electronic manufacturing companies must invest additional funds and increase production capacity by 20%.
- Eligible companies will receive benefits similar to new investments.
The land allotment process will also become fully online.
If multiple companies apply for the same land, allotment will be done through e-bidding. Mega projects will receive exemptions and may get land on a first-come-first-served basis.
₹202.50 Crore Additional Rehabilitation Package for Dam-Affected Families
The Cabinet approved additional funds for rehabilitation and resettlement of families affected by irrigation and water projects in Panna district.
The projects include:
- Ken-Betwa Link Project.
- Runj Medium Irrigation Project.
- Majhgaon Medium Irrigation Project.
Ken-Betwa Link Project
The government approved an additional rehabilitation package of ₹39.125 crore for 313 new affected families.
The total project rehabilitation expenditure has been increased to approximately ₹439.325 crore.
Runj Irrigation Project
For 730 affected families, the Cabinet approved an additional ₹54.75 crore.
Each family will receive an additional ₹7.5 lakh, increasing the rehabilitation package to match the Ken-Betwa project standard.
Majhgaon Irrigation Project
For 1,450 affected families, an additional ₹108.75 crore rehabilitation package was approved.
Each family will receive an additional ₹7.5 lakh.
Healthcare Recruitment Rules Approved to Fill Specialist Doctor Vacancies
The Cabinet approved changes under the Madhya Pradesh Public Health and Medical Education Gazetted Service Recruitment Rules 2022.
The decision allows direct departmental recruitment of specialist doctors to address shortages in government healthcare institutions.
Under the new process:
- Vacancies will be displayed monthly on MP Online.
- Applications will be invited by the 15th of every month.
- Candidates will appear before a departmental selection committee.
- Selected doctors will receive direct appointment orders from the government.
Doctors appointed under this process will remain posted at designated locations for the first three years without transfer.
The move aims to improve healthcare services and fill vacant specialist positions.
₹42 Crore Approved for Legal Aid Services for Vulnerable Groups
The Cabinet approved continuation of the Legal Aid Defense Counsel Scheme with financial support of ₹42 crore.
The scheme will provide effective legal assistance to weaker sections of society.
The state government will gradually increase its financial contribution:
- 25% during 2026-2028.
- 50% during 2028-2030.
- 75% during 2030-31.
- 100% from 2031 onwards.
Other Key Cabinet Decisions
The Cabinet also approved:
- Exemption from additional stamp duty and cess on ownership scheme documents.
- The Madhya Pradesh Amendment Bill of Bharatiya Nagarik Suraksha Sanhita 2026.
- Continuation of education department publicly funded programmes from April 2026 to March 2031 with ₹543 crore approval.
- Recruitment process under health and family welfare gazetted service rules.
