The Maharashtra Government on Tuesday approved a comprehensive policy aimed at transforming the state into a leading hub for shipbuilding, repair, and recycling, while also creating a robust ecosystem to foster skilled manpower and technological advancement in the maritime sector.

The state cabinet, during its meeting in Mumbai, cleared the Shipbuilding, Ship Repair, and Ship Recycling Policy, 2025, which includes several incentives such as capital subsidy, financial assistance for skill development, and land allotment at concessional rates or long-term leases for corporate entities willing to invest in maritime infrastructure.
Ports Minister Mr. Nitesh Rane, while announcing the policy, emphasized the state’s coastal advantage and strategic importance in international maritime trade. “India is surrounded by the sea on three sides. Given Maharashtra’s key role in the maritime sector, a dedicated policy for shipbuilding, repair, and recycling is essential,” he said.
Highlighting the long-term vision, Mr. Rane stated that the state aims to contribute at least one-third of India’s shipbuilding targets by 2030. The policy is expected to attract investments worth Rs. 6,600 crore and generate around 40,000 jobs by the end of the decade.
Key features of the policy include:
- A capital subsidy of 15% of the project cost.
- Financial support of up to Rs. 1 crore per project for skill development.
- Up to Rs. 5 crore assistance for research and development (R&D).
- Transparent land allocation through the Maharashtra Maritime Board.
- Provision of supportive infrastructure such as roads, power, and water.
- Availability of land at concessional rates or on long-term leases of 30 years with renewal provisions.
- Government support in obtaining necessary permits and clearances.
The policy also promotes the development of marine shipyard clusters, identification of suitable land parcels, and encourages planning-led growth through the establishment of single shipyards and recycling units.
Mr. Rane underlined the government’s commitment to integrating advanced technology and fostering R&D, ensuring that Maharashtra becomes a self-reliant and globally competitive maritime hub.
