Imphal: Just a month after taking charge as the Director General of Police (DGP) of Manipur, Mukesh Singh, a 1996-batch IPS officer from AGMUT cadre officer, has intensified efforts to strengthen policing across the conflict-affected state through field visits, security reviews and community engagement. During his recent visit to Kakching and Chandel districts, the DGP praised the Cycle Patrol initiative as an innovative model of beat policing that enhances police visibility, improves public interaction and enables close monitoring of remote habitations. Alongside reviewing law and order preparedness, Singh also inaugurated new cyber infrastructure and stressed professional, people-centric policing across the state.
Cycle Patrol Emerges as an Effective Beat Policing Model
Manipur Police has introduced the Cycle Patrol initiative in several hill districts as part of its efforts to improve grassroots policing and strengthen ties with local communities.
Appreciating the initiative, DGP Mukesh Singh described it as an effective model of beat policing that enables police personnel to:
- Maintain regular presence in remote habitations.
- Monitor the security situation more closely.
- Build trust between police and local communities.
- Improve communication with residents.
- Enhance intelligence gathering at the grassroots level.
Senior police officials said the initiative has significantly improved police-public interaction, particularly in difficult terrain where conventional vehicle patrols are less effective.

One Month of Intensive Field Visits
Mukesh Singh assumed charge as Director General of Police, Manipur, on June 1, 2026, after previously serving as the DGP of Ladakh.
Since taking over, he has adopted a field-oriented approach, personally visiting districts across both the Imphal Valleyand the hill regions.
Over the past month, he has already toured more than ten districts, holding extensive reviews with:
- District Police officers
- Indian Army officials
- Central Armed Police Forces (CAPFs)
- Assam Rifles
- Other Central security agencies
The visits are aimed at assessing operational preparedness, reviewing law and order, and strengthening coordination among various security forces.
Security Review in Kakching District
Accompanied by Additional Director General of Police (Law & Order) Lhari Dorjee Lhatoo, the DGP visited Kakching district and the Headquarters of the 8th Manipur Rifles Battalion at Leikun.
During the review, Singh focused on preparations for maintaining peace during the ongoing farming season, particularly in vulnerable areas prone to tension.
He instructed officers to prioritise:
- Effective investigation of criminal cases.
- Speedy disposal of pending investigations.
- Sustained operations against anti-national elements.
- Crackdown on drug trafficking networks.
- Recovery of illegal arms and ammunition.
The DGP also assured officers that personnel displaying exceptional professionalism and outstanding performance would be appropriately recognised and rewarded.
Engagement with Civil Society Organisations
As part of his community-oriented policing approach, the DGP interacted with representatives of various Civil Society Organisations (CSOs) in Kakching.
The discussions focused on:
- Local law and order concerns.
- Community participation in maintaining peace.
- Strengthening cooperation between police and citizens.
Officials said such interactions are intended to build public confidence and encourage collaborative policing.
Focus on Professionalism and Welfare
During meetings with police personnel, Singh emphasised the importance of:

New Cyber Cell Inaugurated in Chandel
During his visit to Chandel district, the DGP inaugurated:
- A newly renovated Conference Hall at the Superintendent of Police’s Office.
- A newly established Cyber Cell.
The cyber facility has been created to strengthen:
- Cybercrime investigation.
- Digital forensic capabilities.
- Modern policing infrastructure.
The initiative is expected to improve the district’s capacity to tackle emerging cyber threats.
People-Centric Policing Emphasised
While interacting with district police officers, Assam Rifles personnel and representatives of Civil Society Organisations in Chandel, Singh stressed the importance of:
- Professional policing.
- Citizen-friendly policing.
- Inter-agency coordination.
- Maintaining peace through cooperation.
He appreciated the coordination between district police and local CSOs, describing it as an important factor in maintaining harmony in the region.
