New Delhi/Jammu: In a significant administrative decision, the Union Ministry of Home Affairs (MHA) has assigned seniority and formalised the years of allotment for five Indian Police Service (IPS) officers of the Jammu and Kashmir cadre, paving the way for consequential service benefits, including promotions, pensionary advantages and financial entitlements.
The move comes nearly a year after the officers were inducted into the IPS cadre following their selection by the Union Public Service Commission (UPSC). The seniority fixation has been carried out in compliance with orders of the Central Administrative Tribunal (CAT) and is expected to have a direct impact on the officers’ future career progression within the service.
MHA Issues Seniority Order
According to an order issued by the Ministry of Home Affairs on June 12, 2026, the five officers were granted their respective years of allotment after being appointed to the IPS cadre in August 2025 from the Select Lists of 2010, 2011 and 2012.
The notification formalises their placement within the IPS hierarchy and determines their position in relation to other officers of the cadre.
Officers and Their Allotment Years
As per the MHA notification:
- Sunil Dutt has been assigned the year of allotment 2005.
- Abhay Kumar Mahajan has been assigned the year of allotment 2006.
- Rupender Kumar has been assigned the year of allotment 2006.
- Rajnish Pran has been assigned the year of allotment 2007.
- Ashok Kumar Sharma has been assigned the year of allotment 2009.
The allotment year is a crucial element in determining an officer’s seniority within the IPS and influences future postings, promotions and service-related benefits.
Selection Through UPSC Process
The officers were inducted into the IPS cadre after being selected by the Union Public Service Commission through the promotion quota mechanism. Their appointments were made against vacancies arising from the Select Lists of 2010, 2011 and 2012.
Following their induction into the IPS cadre in August 2025, the issue of fixation of seniority and allotment years remained under consideration. The latest MHA order resolves that process and formally places the officers within the cadre structure.
