President Approves Technical Resignation of IRSME Officer Swayambhu Arya for CONCOR Absorption | Know Him

The Ministry of Railways has approved the permanent absorption of senior IRSME officer Swayambhu Arya in CONCOR. His technical resignation from Railway service has been accepted with effect from July 28, 2026, marking his permanent transition to the PSU.

The Ministry of Railways has approved the permanent absorption of Swayambhu Arya (IRSME:1997 Exam) in the Container Corporation of India Limited (CONCOR), marking a significant career transition for the senior railway officer.

With the approval, the President of India has accepted Arya’s technical resignation from Railway service with effect from July 28, 2026. He will be deemed to have retired from Railway service on the same date, enabling him to continue his career permanently with CONCOR.

The Ministry has also directed that his complete service particulars be furnished in the prescribed format along with confirmation that the Foreign Service Contribution (FSC) and Leave Salary Contribution (LSC) charges have been duly paid to the Railways.

From Railway Service to Permanent Role in CONCOR

Mr Arya has been serving in CONCOR on deputation since March 2022, where he has held several key leadership positions in the organisation’s technical and strategic management.

His permanent absorption follows more than four years of service with the Navratna public sector enterprise and formalises his transition from the Indian Railways to the logistics and container transportation sector.

Distinguished IRSME Career

An officer of the Indian Railway Service of Mechanical Engineers (IRSME) from the 1997 examination batch, Arya joined the service on May 29, 1999.

Born on October 8, 1975, he currently holds the Senior Administrative Grade (SAG) and has built a career spanning railway operations, management education, policy and public sector enterprise leadership.

Leadership at National Academy of Indian Railways

Before moving to CONCOR, Arya served as Senior Professor of Management Studies at the National Academy of Indian Railways (NAIR), Vadodara.

During his tenure, he was actively involved in training Group ‘A’ railway officers and contributed to curriculum development and institutional management at one of the country’s premier railway training institutions.

Key Roles at CONCOR

Since joining CONCOR on deputation in March 2022, Arya has held several important assignments, including:

  • Group General Manager (Technical)
  • Group General Manager (Planning & Strategy) at the company’s New Delhi headquarters

His contributions to technical management and strategic planning resulted in successive role expansions, and his deputation tenure had earlier been extended until April 2027.

The latest approval now makes his association with CONCOR permanent.

Selected for NITI Aayog

In another significant milestone in his career, Arya was selected under the Central Staffing Scheme in 2022 for appointment as Director, NITI Aayog.

However, his services were retained in the corporate management domain, allowing him to continue contributing to CONCOR’s operational and strategic initiatives.

Permanent Transition to PSU

The acceptance of Arya’s technical resignation by the President completes the formal process of his permanent absorption into CONCOR.

With this move, he embarks on a new phase of his professional journey in one of India’s leading logistics public sector enterprises, bringing with him over two decades of experience in railway management, institutional leadership and strategic planning.

The decision also underscores the growing mobility of experienced civil servants into leadership roles within public sector undertakings, where domain expertise and administrative experience play a crucial role in organisational growth.
