Chandigarh: The Punjab Government has made a major change in the rules of its free ration scheme under the National Food Security Act (NFSA), aiming to ensure that only genuinely needy and economically weaker families receive benefits.
Under the revised eligibility criteria, several categories of families with better financial conditions or specific assets will no longer be eligible for free ration benefits.
New Eligibility Rules for Punjab Free Ration Scheme
According to the revised guidelines, families having the following assets or financial indicators will be excluded from the free ration scheme:
- Ownership of more than 2.5 acres of land
- Possession of a private vehicle
- Having an air conditioner (AC)
- Paying income tax
- Registered GST taxpayers
- Individuals paying professional or service tax
- Owners or operators of registered enterprises
The government has stated that these changes are aimed at preventing misuse of the scheme and ensuring that food security benefits reach families who are genuinely dependent on government support.
Around 10.28 Lakh Beneficiaries Likely to Be Removed
Following the implementation of the revised rules, around 10.28 lakh beneficiaries are expected to be removed from the free ration scheme. These beneficiaries will no longer qualify as per the updated eligibility standards.
The government believes that removing ineligible names will improve transparency and help redirect resources towards economically vulnerable sections of society.
Punjab Government Focuses on Targeted Welfare Delivery
The Punjab Government said the revised framework will make the distribution system more effective by ensuring that welfare benefits reach the intended beneficiaries.
The move is expected to:
- Improve transparency in ration distribution
- Reduce chances of misuse
- Ensure better utilization of government resources
- Support genuinely needy families
Officials said the objective is not to reduce welfare support but to make sure assistance reaches those who require it the most.
Earlier Dispute Between Punjab and Centre Over Ration Eligibility
The issue of ineligible ration card holders had earlier led to differences between the Punjab Government and the Central Government. The Centre had suggested cancellation of around 8 lakh ration cards, citing that many beneficiaries did not meet the required eligibility conditions.
At that time, Punjab Chief Minister Bhagwant Mann had criticized the move and alleged that it could deprive poor families of their rightful benefits.

With the latest amendments in NFSA-related rules, the Punjab Government has indicated that free ration benefits will now be restricted to families who genuinely need government assistance.The government believes the revised system will strengthen accountability and improve the effectiveness of the food security programme.
