Raipur: Chhattisgarh Chief Minister Vishnu Deo Sai conducted a high-level review meeting of the Revenue and Disaster Management Department, directing officials to make revenue services more transparent, accountable, and technology-driven.
During the meeting, the Chief Minister reviewed administrative reforms, digital initiatives, and innovations being implemented by the department. He emphasized that citizens and farmers should receive simple, timely, and hassle-free revenue services without having to make repeated visits to government offices.
CM Sai Calls for Transparent and Corruption-Free Revenue Administration
Chief Minister Vishnu Deo Sai said that the state government’s priority is to establish a revenue administration system that is transparent, accountable, and free from corruption.
He directed officials that any negligence or irregularity in revenue-related matters would not be tolerated.
The Chief Minister said that through reforms and digital services, citizens should no longer need to depend on multiple visits to revenue offices for their basic requirements.

Digital Land Records and WhatsApp-Based Services for Farmers
The Chief Minister reviewed the progress of Digital Kisan Kitab and digitization of land-related documents.
He instructed officials to develop a system through which farmers can easily access important land records such as:
- B-1 documents
- Khasra details
- Loan books
- Other land-related information
through WhatsApp and digital platforms.
The initiative aims to reduce dependency on tehsil and patwari offices and provide faster access to essential documents.
Online Revenue Services to Improve Ease of Access
CM Sai stressed that the Revenue Department directly impacts the lives of citizens and farmers, making it important that government reforms and innovations reach the last person in a timely manner.
He directed officials to accelerate digital solutions including:
- E-Court system
- Online submission of evidence in Revenue Board and Divisional Commissioner offices
- Digitization of maps
- Auto mutation system
- Auto diversion process
- Land acquisition-related services
These measures are aimed at making revenue processes faster and more efficient.
Quick Disposal of Pending Revenue Cases Ordered
The Chief Minister instructed officials to ensure quick and sensitive resolution of pending revenue cases.
Special emphasis was placed on RBC 6-4 cases, with directions to strengthen the online application system.
Officials informed that the online RBC 6-4 system will allow applicants to submit applications digitally, making the entire process more transparent and time-bound.
CM Sai also directed authorities to take necessary steps to complete undisputed inheritance mutation processes through panchayats.
Cyber Tehsil System Under Consideration for Online Revenue Services
The meeting also discussed the possibility of implementing a Cyber Tehsil system in Chhattisgarh.
Officials said that through this system, services such as:
- Uncontested mutation
- Uncontested partition
- Other revenue-related services
can be provided through a centralized online platform.
The Chief Minister instructed officials to study successful models from other states and adopt suitable measures in the interest of citizens.
VASUNDHARA Project to Create Digital Revenue Archives
The meeting also reviewed the progress of the VASUNDHARA (Verified Accessible System for Unified Digital Land Records & Historical Archives) project.
Under this initiative, important revenue records from all district and tehsil offices will be converted into an integrated digital archive.
The project will help in:
- Easy access to certified documents
- Online management of old revenue records
- Improving efficiency of record-keeping systems
CM Sai directed officials to ensure effective implementation of the project and complete online transformation of record branches.
Focus on Land Surveys, Farmer Registries and Welfare Schemes
The Chief Minister also reviewed several important initiatives, including:
- Survey work in unsurveyed villages, especially the Abujhmad region
- Swamitva Yojana
- Entry and mutation of forest rights pattas
- Implementation of Pattadhriti Act-2023
- Agri Stack
- Farmer Registry
- Exempted Category Farmer Registry
He instructed officials to complete pending surveys within the stipulated timeline so that proper revenue documents can be prepared.
Recruitment and Infrastructure Development in Revenue Department
CM Vishnu Deo Sai directed officials to expedite recruitment for vacant posts in the Revenue Department.
The recruitment process will cover positions including:
- Patwaris
- Revenue Inspectors
- Clerical staff
- Other vacant posts
He also instructed authorities to improve infrastructure at tehsil offices and provide necessary vehicles to tehsildars for better field-level functioning.
Map Digitization Project to Expand Across State
Officials informed the Chief Minister that pilot work for the map digitization project has started in:
- Dhamtari
- Ambikapur
- Jagdalpur
The project is targeted for completion by December 2026.
The initiative is expected to improve land management, reduce disputes, and strengthen digital access to land records.
Government’s Goal: Faster, Transparent and Trust-Based Revenue System
CM Vishnu Deo Sai said that the objective of reforms is not limited to digitization of processes but to create a revenue system that is:
- Faster
- Transparent
- Accountable
- Citizen-friendly
He said policy reforms and technology-based innovations have already brought positive changes in revenue administration, and strengthening these efforts remains the collective responsibility of all officials.
