Chandigarh: The Punjab government has introduced a structured Skill Development Programme aimed at empowering children living in observation homes and special homes across the state. The initiative is designed to provide employment-oriented training to help children become self-reliant and prepare for a better future.
The programme was officially launched on Wednesday at the Observation Home for Boys in Faridkot.
Focus on Employment-Oriented Vocational Training
Punjab Social Security, Women and Child Development Minister Dr. Baljit Kaur inaugurated the initiative and said the programme reflects the government’s commitment to improving opportunities for children under institutional care through education and skill training.
In the first phase, 211 out of 420 children residing in four child care institutions will receive vocational training in various skill-based trades. The training is aimed at developing practical abilities that can support both employment and self-employment opportunities in the future.

Skill Development Alongside Formal Education
Dr. Baljit Kaur emphasized that modern education alone is not enough and practical skill development is equally important for children’s overall growth. She noted that skill-based learning will help children build confidence and integrate more effectively into mainstream society.
She also highlighted that in today’s evolving job market, demand for skilled workers is increasing, making vocational training a necessary part of child development in institutional care.
Tailored Training Based on Interests and Abilities
Under the programme, children will be trained in different vocational trades depending on their interests and capabilities. This personalized approach is expected to help them make better career choices in the future and improve their chances of long-term success. The government aims to ensure that children receive meaningful training that aligns with real-world employment opportunities.
Government’s Vision for Rehabilitation and Empowerment
The Punjab government has stated that its broader goal is the rehabilitation, education, and empowerment of children in institutional care. The initiative is part of efforts to ensure equal opportunities and help children lead dignified, independent lives. Officials believe that combining education with skill development can bring significant positive changes in the lives of these children, improving both their employability and self-confidence.
Plan for Future Expansion
The government also plans to expand the programme in the coming years to include more children across additional institutions. This expansion aims to ensure wider access to skill training and greater opportunities for personal and professional growth.
Step Toward Child Empowerment and Inclusive Growth
Experts in education and child development view such initiatives as important tools for social and economic empowerment. For children in observation and special homes, skill development programmes can provide a pathway to confidence building, career readiness, and smoother reintegration into society.
Overall, the Punjab government’s initiative is being seen as a significant step toward child protection, inclusive development, and long-term self-reliance.
