Mumbai: REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited, a Maharatna CPSU under the Ministry of Power, has transferred the Jalna Power Transmission Limited Special Purpose Vehicle (SPV) to Maharashtra State Electricity Transmission Company Limited (MSETCL) on June 12, 2026.
The transfer marks the successful completion of the Tariff-Based Competitive Bidding (TBCB) process for a major intra-state transmission project in Maharashtra.
MSETCL Emerges as Successful Bidder Under TBCB Process
MSETCL was declared the successful bidder through the TBCB mechanism, conducted by RECPDCL, which acted as the Bid Process Coordinator (BPC).
The project will be developed on a Build, Own, Operate and Transfer (BOOT) basis, aimed at strengthening Maharashtra’s power transmission infrastructure and improving grid reliability across key regions.
SPV Handover Ceremony Held in Mumbai
The SPV handover ceremony was attended by senior officials from RECPDCL, MSETCL, and Maharashtra State Transmission Utility (STU).
The SPV was formally handed over by Ratnesh Kumar, General Manager (Engineering), RECPDCL, to:
- Vineeta Shriwani, Company Secretary, MSETCL
- Amit Naik, Chief Engineer (TBCB), MSETCL
The event was held in the presence of senior officials from all participating organisations.
₹912 Crore Transmission Project Details
The Jalna transmission project is designed to significantly enhance power evacuation and distribution capacity in Maharashtra.
Key Components of the Project:
- Establishment of a 400/132 kV substation at Jalna
- Development of around 135 km of 132 kV double-circuit transmission lines
- Key routes include:
- Jalna (New) to Jalna MIDC
- Jalna (New) to Partur
- Jalna to Ghansawangi and Utwad
- Associated transmission infrastructure works
The project is estimated at ₹912 crore and is scheduled for completion within 24 months.
Strengthening Maharashtra’s Power Transmission Network
The project is expected to enhance electricity transmission capacity in central Maharashtra, supporting industrial growth, rural electrification, and overall grid stability.
It also aligns with India’s broader goal of expanding and modernizing intra-state transmission systems to meet rising power demand efficiently.
Role of TBCB in Power Sector Development
The Tariff-Based Competitive Bidding (TBCB) framework ensures transparency and cost efficiency in awarding transmission projects. Under this system, private and public entities compete to develop infrastructure projects, promoting efficiency and faster execution. RECPDCL, as the Bid Process Coordinator, plays a key role in facilitating fair and structured bidding for power transmission projects across India.
