Patna: In his first cabinet meeting after taking office, Bihar Chief Minister Samrat Choudhary on Wednesday approved 22 major proposals aimed at boosting infrastructure, urban development, tourism, and public services across the state.
The meeting, which lasted about an hour, was attended by both Deputy Chief Ministers. Officials said the decisions mark a strong beginning for the new government’s development agenda.
11 Satellite Townships Planned Around Major Bihar Cities
One of the biggest announcements was the approval of a plan to develop 11 satellite townships around key cities including Patna, Gaya, Muzaffarpur, Bhagalpur, Darbhanga, and others.
Planned township names include:
- Pataliputra (Patna)
- Hariharnathpuram (Sonpur)
- Magadh (Gaya)
- Mithila (Darbhanga)
- Sarai (Chapra)
- Koshi (Saharsa)
- Vikramshila (Bhagalpur)
- Tirhut (Muzaffarpur)
- Ang (Munger)
- Purnia (Purnia)
- Sitapuram (Sitamarhi)
A notification from the Urban Development Department will soon impose restrictions on land transactions and construction activities in these areas until 2027.
Major Push for Infrastructure and Smart Urban Planning
The cabinet also approved large-scale urban planning measures, including master plans for satellite townships with phased restrictions on land purchase and construction.
Officials said the aim is to ensure planned urban growth and prevent unregulated expansion around major cities.
₹680 Crore for Baba Hariharnath Temple Corridor Project
A major tourism decision was the approval of ₹680 crore for development of Baba Hariharnath Temple in Sonpur, modeled on the Kashi Vishwanath Corridor in Varanasi.
The project includes:
- Redevelopment of temple surroundings
- Tourism infrastructure upgrades
- Land acquisition and site development
- 10-year maintenance plan
The Bihar State Tourism Development Corporation will implement the project.
Major Investment in Skill Development and Education
To strengthen employment and technical education, the cabinet approved:
- ₹3615 crore for modernization of 75 ITIs under PM-SEETU scheme
- Expansion of skill training infrastructure across the state
Additionally, IIT Patna will get a ₹344 crore Research Park and incubation facility, supporting innovation and startups.
Support for Women Police and Strengthening Law & Order
In a major decision for police modernization:
- 1500 scooters for women police personnel
- 3200 motorcycles for police force
The government also approved:
- Advanced police data center in Patna
- Emergency Response Support System (ERSS) building
- Purchase of a 62-meter hydraulic fire rescue platform
Road Accidents Declared State Disaster
A key policy decision was the classification of road accidents as a state disaster, enabling victims and families to receive financial assistance from the disaster relief fund.

- Expansion of Darbhanga Airport
- Land acquisition for forensic science university
- Establishment of NIFT in Begusarai
- Construction of Chanakya National Law University infrastructure
- Development of tourism zones in multiple districts
