Lucknow: The Uttar Pradesh government has initiated the process to make major changes to the building bylaws of development authorities, potentially opening the way for several public and essential civic facilities in green belt areas.
The proposed amendments have been initiated on the directions of Chief Minister Yogi Adityanath and involve changes to the Uttar Pradesh Development Authority Building Construction and Development Bylaws and Model Zoning Regulations, 2025.
The proposed changes also include allowing hospitals with more than 50 beds under the small-scale industrial land-use category, which could ease land-use restrictions for hospitals in industrial areas.
Green Belts May Allow Essential Civic Facilities
Under the proposal issued by the Housing and Urban Planning Department, several essential public facilities could be permitted within areas designated as green belts.
The proposed facilities include:
- Transformers
- Overhead water reservoirs
- Power stations and substations
- Waterworks
- Microwave and wireless communication centres
- Sewage treatment plants
- Waste collection centres
- Public and community toilets
- Buildings and establishments related to other essential public services
The move is expected to facilitate the development of basic infrastructure and essential civic services in urban areas.
The government believes that allowing such facilities in green belt areas could help address infrastructure requirements while supporting the expansion of public services.
Hospitals With Over 50 Beds May Be Allowed in Industrial Areas
One of the key proposed amendments relates to hospitals with a capacity of more than 50 beds.Under the proposed changes, such hospitals would be included under the small-scale industrial land-use category.
This could reduce land-use-related restrictions on establishing and expanding larger hospitals in industrial areas.
At present, hospitals cannot be constructed in areas designated for industrial land use under the development authorities’ existing regulations. As a result, even large industrial areas have faced restrictions when it comes to developing hospitals. The proposed amendment could change this position and allow hospitals with more than 50 beds to be established in such areas.
Five-Member Committee Formed to Examine Suggestions
The state government has constituted a five-member committee to examine the objections and suggestions received following the publication of the proposed amendments.
The committee will be headed by Lucknow Development Authority Vice-Chairman Pramtesh Kumar.
The committee members include:
- Chief Town and Country Planner, Lucknow
- Chief Town Planner of Kanpur Development Authority
- Chief Town Planner of Ghaziabad Development Authority
- Chief Architect Planner of the Uttar Pradesh Housing and Development Council
- Director of Awas Bandhu
The committee has been tasked with examining the feedback received on the proposed changes.
Committee to Submit Recommendations Within One Week
The committee will review the objections and suggestions and submit its recommendations to the state government within one week. Following the committee’s recommendations, the government will take a final decision on the proposed amendments.The revised building bylaws and zoning regulations will be implemented after the final approval.
Changes Expected to Boost Urban Development and Healthcare
The proposed amendments are being viewed as an important step towards expanding urban infrastructure and healthcare facilities across Uttar Pradesh.
Allowing essential public facilities in green belt areas could help development authorities provide critical infrastructure where it is needed, while the proposed provision for hospitals with more than 50 beds could strengthen healthcare infrastructure in industrial zones.The changes are also expected to reduce certain land-use restrictions and facilitate the development of essential services in growing urban areas.
