New Delhi: The Union Public Service Commission (UPSC) has released the provisional answer key for the Civil Services Preliminary Examination (Prelims) 2026 for the first time, allowing candidates to raise objections. The move comes amid widespread discussion over the difficulty level and unpredictability of this year’s exam.
UPSC Chairman Ajay Kumar has responded to concerns raised by aspirants, stating that most questions were based on standard textbooks, government sources, press releases, and reputed newspapers.
Prelims 2026 Exam Sparks Debate Over Difficulty Level
The Civil Services Prelims 2026, conducted on May 24, has drawn strong reactions from candidates who described the paper as lengthy, unpredictable, and analytically challenging compared to previous years.
Many aspirants claimed that several questions appeared situation-based, resembling the Ethics section of the Mains examination rather than the traditional Prelims pattern. This led to widespread discussion on social media about the sources and framing of questions.

UPSC Releases First-Ever Provisional Answer Key
For the first time, the Union Public Service Commission (UPSC) has published a provisional answer key immediately after the examination cycle, allowing candidates to verify answers and submit objections.
Candidates have been given time until May 31, 6 PM to challenge the answer key through the official QPRep portal at upsconline.nic.in.
Chairman Ajay Kumar Responds to Aspirants’ Concerns
Addressing concerns on social media, UPSC Chairman Ajay Kumar acknowledged that the exam felt difficult for many candidates but emphasized that the answer key would provide clarity.
He clarified that the questions were derived from credible and standard sources, including:
- Standard textbooks
- Government websites
- Government press releases
- Reputed newspapers
He also advised candidates to carefully review the provisional key and submit valid representations if discrepancies are found.
Official UPSC Statement on Question Paper Design
In an official clarification, UPSC stated that question papers are prepared by subject experts from across the country, ensuring fairness and balance for candidates from diverse academic and regional backgrounds.
The Commission reiterated that the exam is designed to maintain a level playing field, and all questions are based on authentic and widely accepted sources, including academic journals and official publications.
Objection Process and Guidelines for Candidates
Candidates challenging the answer key must submit:
- Correct answer as per their understanding
- Brief explanation
- Supporting evidence from at least three authentic sources
The objection window is available on the official UPSC website, and submissions must be completed before the deadline.
Large Participation in UPSC Prelims 2026
This year, approximately 5.49 lakh candidates appeared for the Civil Services Preliminary Examination 2026.
The exam is conducted for recruitment to:
- 933 Civil Services posts
- 80 Indian Forest Service (IFoS) posts
Exam Structure and Schedule
The UPSC Prelims 2026 was conducted in two sessions on May 24:
- General Studies Paper I: 9:30 AM – 11:30 AM
- CSAT Paper II: 2:30 PM – 4:30 PM
While the UPSC Prelims 2026 has sparked debate over its difficulty and question style, the Commission has maintained that the exam remains rooted in standard academic and official sources.
