New Delhi: A significant rise in inter-cadre transfers on marriage grounds among IAS and IPS officers has been reported in Punjab and Haryana, which together form one of the largest clusters of civil service couples in India.
According to available data, at least 66 IAS and IPS officers across the two cadres have been part of such transfers over recent years, sparking discussions within administrative and political circles about cadre management and institutional balance.
Inter-Cadre Transfer Rules and DoPT Role
Under civil service rules, inter-cadre transfers are generally not permitted to an officer’s home state. However, exceptions are allowed in specific cases, particularly on marriage grounds, where officers may be shifted to the cadre of their spouse.
These transfers are approved by the Department of Personnel and Training (DoPT), which evaluates requests and, in many cases, assigns officers to their spouse’s cadre.
Officials note that while the process is rule-based, the increasing frequency of such transfers has drawn attention due to its impact on cadre distribution and administrative planning.

Haryana Emerges as Preferred Cadre
Among the two states, Haryana cadre has emerged as a preferred destination for inter-cadre transfers.
In recent years, several officers from cadres such as West Bengal, Tripura, Uttar Pradesh, Assam-Meghalaya, Andhra Pradesh, Tamil Nadu, and others have moved to Haryana after marriage to officers already posted in the state.
The trend has led to growing discussion about the concentration of “civil service couples” in the Haryana cadre.
Recent IAS Transfers Linked to Marriage (2023–2025)
Several notable IAS officers have been transferred to Haryana in recent years on marriage grounds:
- Utsav Anand (IAS 2022): Transferred from Uttar Pradesh to Haryana in January 2025 after marriage to Anjali Shrotriya (IAS, Haryana cadre).
- Rahul Modi (IAS 2020): Moved from Tripura to Haryana in September 2023 after marriage to Deepti Garg (IPS, Haryana cadre).
- Anupama Anjali (IAS 2018): Transferred from Andhra Pradesh to Haryana.
- Renu Sogan (IAS 2019): Shifted from West Bengal to Haryana.
- Shantanu Sharma (IAS 2020): Moved from Assam-Meghalaya cadre to Haryana.
- Amrinder Singh (IPS 2021): Transferred from Uttar Pradesh to Haryana in March 2024.
- Kaanchi Singhal (IPS 2022): Transferred from Tamil Nadu to Haryana in October 2024.

- Aditya S Waiter (IPS 2020): Transferred from Manipur to Punjab in 2022.
- Vaibhav Choudhary (IPS 2020): Moved from Bihar to Punjab.
- Akarshi Jain (IPS 2020): Shifted from Karnataka to Punjab in 2023.
These cases reflect the broader trend of cadre realignment due to spousal postings.
Administrative Debate Over Cadre Management
The growing number of inter-cadre transfers has triggered discussions on the implications for administrative balance, staffing distribution, and governance efficiency.
While supporters argue that such transfers help maintain family unity among officers, critics suggest that the increasing volume may require a review of cadre management policies.
