Dehradun: In a significant policy meeting chaired by Chief Minister Pushkar Singh Dhami, the Uttarakhand Cabinet on Thursday approved 12 key proposals covering education, employee welfare, tourism, agriculture, and administrative reforms. The meeting began with a two-minute silence to mourn the passing of former Chief Minister Lt. Gen. (Retd.) Bhuwan Chandra Khanduri and Padma Shri shooter Jaspal Rana.
The decisions reflect the state government’s focus on governance reforms, social welfare, and infrastructure development.
Uttarakhand Declared a Fully Literate State
One of the most important decisions taken in the cabinet meeting was the declaration of Uttarakhand as a fully literate state. According to government data, the state’s literacy rate has now exceeded 98%, marking a major milestone in its educational progress.
Officials stated that sustained efforts in the education sector have led to this achievement, positioning Uttarakhand among the leading states in literacy in India.
Major Relief for UPNL Employees: Cut-Off Date Extended
The cabinet approved a major relief measure for Uttarakhand Purva Sainik Kalyan Nigam (UPNL) employees regarding “equal pay for equal work.”
The eligibility cut-off date has been extended from 12 November 2018 to 15 August 2024, significantly increasing the number of employees eligible for benefits. Employee unions had been demanding this change for a long time, and the decision is expected to benefit a large workforce.
Approval of Sanskrit Education Reform Rules 2026
The cabinet also approved the Uttarakhand Sanskrit Education Amendment Rules 2026, aimed at strengthening Sanskrit education in the state.
The reforms include updates in:
- Recognition of Sanskrit schools
- Curriculum structure
- Examination systems
The government aims to make Sanskrit education more systematic, modern, and effective.
Measures to Address Rising Bitumen Costs in Infrastructure Projects
The Public Works Department (PWD) raised concerns over rising bitumen prices due to global geopolitical tensions and ongoing conflicts in the Middle East.
The cabinet discussed the impact on road construction projects and approved measures to manage costs and ensure smooth infrastructure development across the state.
Excise Policy Update: Relief on Duplicate Hologram Cases
In a decision related to the Excise Department, the cabinet approved that in cases of duplicate hologram usage, double taxation will no longer be imposed.
Only a single tax will be levied, reducing financial burden and simplifying departmental procedures for traders and stakeholders.
Boost for Herbal and Agricultural Sector in Selakui
To strengthen agriculture and horticulture development, the government approved the establishment of a quality testing facility for adulteration checks at the Aroma and Herbal Centre in Selakui.
Five new posts were also sanctioned for the initiative. The move is expected to improve quality control and boost the export potential of herbal and aromatic products from Uttarakhand.
International Himalayan Car Rally to Promote Adventure Tourism
The cabinet approved the organization of the International Himalayan Car Rally, which is expected to feature around 50 international vehicles.
The government aims to promote adventure tourism and enhance Uttarakhand’s global tourism identity through such international events.
Jail Administration Reforms Approved
Two important proposals from the Home Department were also cleared:
- Amendment in Uttarakhand Jail Rules
- Approval of Subordinate Jail Service Rules
These reforms aim to improve prison administration and streamline service conditions for jail staff.
Special Relief for State Movement Activists and Candidates
The cabinet granted special relaxation for state movement activists and their dependents.Candidates affected by delays in document verification for recruitment processes, including Junior Assistant posts under the Subordinate Services Selection Commission and Police Constable Recruitment 2024, will be given a one-time opportunity during document verification.
Insurance Support for Horse and Mule Operators During Char Dham Yatra
In a welfare measure linked to the Char Dham Yatra, the government approved insurance assistance for horses and mules used during the pilgrimage. The state will provide support under a 5% insurance rate, offering financial security to animal owners and operators involved in pilgrimage services.
Pilot Project to Boost Dairy Production Using Embryo Transfer Technology
The Animal Husbandry Department received approval for a pilot project using embryo transfer technology to improve livestock quality and increase milk production. The initiative aims to develop high-quality cattle breeds and enhance income opportunities for dairy farmers across the state.
Tributes Paid to Former Leaders
At the beginning of the meeting, Chief Minister Dhami paid tribute to former Chief Minister Lt. Gen. Bhuwan Chandra Khanduri, acknowledging his contributions to governance, development, and public service. Tributes were also paid to Padma Shri awardee Jaspal Rana, recognizing his achievements in sports and his role in bringing national and international recognition to Uttarakhand.
