Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami has directed all departments and district administrations to complete comprehensive monsoon preparedness measures in a time-bound manner ahead of the upcoming rainy season. Chairing a high-level review meeting at the Secretariat, the Chief Minister emphasized that Uttarakhand Monsoon Preparedness is directly linked to public safety and must be treated as a top priority.
He also instructed that all state roads be made pothole-free by 15 November 2026, alongside strengthening disaster response systems across the state.
CM Calls Monsoon Preparedness a Mission of Public Safety
During the review meeting, CM Dhami said that monsoon readiness is not just an administrative exercise but a critical responsibility connected to the safety of citizens’ lives and property. He warned that any negligence in preparedness work would not be tolerated.
He directed all departments to work in close coordination and ensure that preventive measures are completed before the onset of heavy rains.
Districts Put on High Alert Mode
The Chief Minister instructed all District Magistrates to remain on alert mode and identify:
- Landslide-prone areas
- Flood and erosion-sensitive zones
- Vulnerable villages
- Schools and hospitals in risk zones
He further directed that updated lists of sensitive areas and essential facilities be prepared in advance.
Under the Uttarakhand Monsoon Preparedness plan, emergency response teams will also be kept in a state of readiness to ensure rapid action during any disaster situation.
Special Focus on Char Dham Yatra Routes
Given the high influx of pilgrims and tourists, CM Dhami emphasized strict monitoring of:
- Char Dham Yatra routes
- National highways
- State highways
He ordered the pre-deployment of machinery in vulnerable locations and instructed authorities to prepare alternate routes in case of road blockages. The aim is to ensure uninterrupted and safe travel during the monsoon season.
Safety Measures for Pregnant Women in Remote Areas
The Chief Minister issued special instructions for the safety of pregnant women in remote and disaster-prone regions. District administrations have been asked to:
- Maintain updated lists of pregnant women
- Arrange temporary accommodation near hospitals when required
- Ensure availability of helicopter ambulance services in emergencies
This initiative is part of strengthening healthcare preparedness under the broader monsoon safety plan.
Road Infrastructure: Pothole-Free Target by November 2026
CM Dhami directed the Public Works Department to ensure that all roads across the state are made pothole-free by 15 November 2026, following the monsoon season.
He also instructed that pending works in disaster-affected areas from the previous year be completed before the rains begin. Strengthening road connectivity remains a key priority under Uttarakhand Monsoon Preparedness, as damaged roads often delay relief operations.
Drainage, Bridges and Water Management Systems to Be Strengthened
The Chief Minister emphasized timely inspection and repair of:
- Bridges and culverts
- Drainage systems
- Water outlets and stormwater channels
Urban local bodies have also been instructed to clean drainage systems in advance to prevent waterlogging and urban flooding during heavy rainfall.
Health Department on High Alert for Monsoon Diseases
With increased risk of diseases such as dengue, malaria, and waterborne infections during the monsoon, CM Dhami directed the Health Department to prepare a strong action plan.
He instructed hospitals to ensure:
- Adequate stock of essential medicines
- Availability of life-saving equipment
- Sufficient ambulances across districts
Healthcare preparedness is a key component of the state’s monsoon readiness strategy.
24×7 Weather Monitoring and Alert System
The Chief Minister ordered round-the-clock coordination between:
- India Meteorological Department (IMD)
- State Emergency Operation Centre
- District control rooms
He also directed that weather alerts be quickly communicated to village-level authorities and travelers to ensure timely safety actions.
Pre-Deployment of Disaster Response Machinery
CM Dhami instructed the advance deployment of:
- JCB machines
- Poclain excavators
- Dumpers and other heavy equipment
He also called for regular mock drills involving SDRF, NDRF, police, and fire services to improve emergency response efficiency.
The objective is to ensure immediate relief and rescue operations in case of landslides or natural disasters.
Kainchi Dham Bypass Opened to Ease Traffic Pressure
A key decision was taken regarding the Kainchi Dham area, where increasing pilgrim traffic often leads to congestion.
As per CM Dhami’s directions, the Kainchi Dham bypass will be opened for traffic from tomorrow, providing major relief to both pilgrims and local residents. This move is expected to ease traffic flow, especially during the monsoon season.
