Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday said that IPS officers in the state had earlier faced administrative constraints under the traditional governance structure and asserted that the introduction of the police commissionerate system has significantly transformed policing in Uttar Pradesh.
The Chief Minister made the remarks while addressing a programme in Lucknow where appointment letters were distributed to 930 Computer Operators (Grade-A) recruited through the Uttar Pradesh Police Recruitment and Promotion Board.
Commissionerate System Part of Wider Police Reforms
Speaking at the event, Yogi Adityanath said the police commissionerate system was introduced as part of a broader agenda to modernise policing and strengthen law and order mechanisms in the state.
According to the Chief Minister, proposals to implement the commissionerate model had been pending since 1972, but successive governments failed to take a decision on the matter.
He noted that under the present government, the commissionerate system has been implemented in seven major districts:
- Lucknow
- Gautam Buddha Nagar
- Varanasi
- Prayagraj
- Ghaziabad
- Kanpur
- Agra
The system grants greater executive powers to police commissioners, allowing faster decision-making and more effective law enforcement in urban centres.

Sharp Remarks on Earlier Administrative Structure
During his address, the Chief Minister made a pointed observation regarding the functioning of the previous administrative setup.
He said IPS officers were often constrained by administrative processes and claimed that files frequently remained pending for extended periods.
Referring to bureaucratic delays, Adityanath remarked that once a file was closed, reopening it became extremely difficult under the earlier system.
The comments were made in the context of explaining why structural reforms such as the commissionerate system were necessary to improve governance and operational efficiency within the police department.
Focus on Transparent Recruitment
Highlighting the government’s recruitment policies, the Chief Minister emphasised that transparent recruitment is essential for strengthening the rule of law and ensuring good governance.
He stated that approximately 2.15 lakh police personnel have been recruited during the last nine years through a process that, according to him, was conducted without recommendations, favouritism, or discrimination.
The recruitment drive has been one of the largest undertaken by the state police in recent years and forms part of the government’s broader efforts to enhance policing capacity.
Appointment Letters Distributed to 930 Computer Operators
The programme in Lucknow was organised to distribute appointment letters to 930 newly recruited Computer Operators (Grade-A) selected through the Uttar Pradesh Police Recruitment and Promotion Board.
Officials said the recruitment will help strengthen the technological and administrative capabilities of the police force, particularly in areas related to digital record management, cyber investigations, and data processing.
Strengthening Forensic and Cyber Policing
The Chief Minister also highlighted several initiatives undertaken by the state government to modernise policing infrastructure.
These include:
- Expansion of forensic science capabilities
- Strengthening cybercrime investigation units
- Adoption of technology-driven policing methods
- Improved law-and-order management systems
- Modernisation of police infrastructure
According to Adityanath, these reforms have contributed to improving policing standards and enhancing public safety across Uttar Pradesh.
Government Emphasises Law and Order Improvements
The Chief Minister reiterated that maintaining law and order remains one of the state’s top priorities.
He said reforms in recruitment, technology adoption, forensic investigation, and administrative restructuring have collectively helped create a more responsive policing framework.
