New Delhi: The Union Government is learnt to be considering another extension for Intelligence Bureau (IB) Director Tapan Kumar Deka (IPS: 1988: Himachal Pradesh cadre), potentially allowing him to continue beyond June 30, 2026. If approved by the Appointments Committee of the Cabinet (ACC), it would mark a rare third consecutive extension for the veteran intelligence officer, underscoring the government’s emphasis on continuity in national security and internal intelligence management.

The move comes amid growing indications that the Narendra Modi-led government values stability in the country’s internal security architecture at a time of evolving security challenges, counter-terrorism operations, and regional security concerns.

Third Consecutive Extension Under Consideration

Tapan Kumar Deka assumed charge as the 28th Director of the Intelligence Bureau on July 1, 2022, succeeding Arvind Kumar.

He was initially appointed for a fixed two-year tenure ending on June 30, 2024. Subsequently, the government granted him:

  • A one-year extension till June 30, 2025.
  • A second one-year extension till June 30, 2026.

Now, with his current tenure nearing completion, the Centre is reportedly examining the possibility of extending his service for another year.

If approved, Deka would become one of the few Intelligence Bureau chiefs to receive three successive tenure extensions.

Government’s Trust in Deka’s Leadership

According to sources in bureaucratic and security circles, Deka continues to enjoy the confidence of the political leadership due to his extensive experience in counter-terrorism operations and domestic intelligence management.

Senior officials familiar with the functioning of the security establishment believe that Deka’s operational expertise and deep understanding of internal security issues have made him a key figure in India’s intelligence framework.

His role in overseeing intelligence assessments relating to terrorism, radicalisation, insurgency and sensitive regional security issues is widely acknowledged within security circles.

Succession Discussions May Be Deferred

Until recently, discussions regarding a possible successor had gathered momentum within bureaucratic and intelligence circles.

Among the names being considered for the top position were:

Rithwik Rudra (IPS: 1993: Himachal Pradesh)

Currently serving as Special Director in the Intelligence Bureau, Rudra is regarded as one of the most experienced officers in internal security and anti-Naxal operations.

A native of Delhi and son of former Haryana DGP Kalyan Rudra, he has spent more than three decades in policing and intelligence work. Promoted to the rank of Director General of Police (DGP) in 2024, he is a recipient of both the Police Medal for Meritorious Service and the President’s Police Medal for Distinguished Service.

Sunita Khakhar  (IPS: 1996: Odisha)

Another prominent contender is Special Director Sunita Khakhar, one of the senior-most women officers in India’s intelligence establishment.

An M.A. and M.Phil graduate from Delhi, she has been serving on central deputation since 2016 and has handled critical domestic intelligence assignments. She is also a recipient of the Indian Police Medal for Meritorious Service.

However, if Deka’s extension receives approval, succession planning may be deferred for another year.

From Assam Student Leader to India’s Top Intelligence Officer

Born on February 25, 1963, in Assam, Tapan Kumar Deka emerged as one of India’s most respected intelligence professionals through decades of service in the Intelligence Bureau.

During his student years, he actively participated in the historic Assam Movement through the All Assam Students’ Union (AASU).

Academically, Deka earned a Master’s degree in Physics before joining the Indian Police Service through the UPSC Civil Services Examination.

IPS Career and Rise Through the Intelligence Bureau

Deka belongs to the 1988 batch of the Indian Police Service and was allotted the Himachal Pradesh cadre.

Although formally a state cadre officer, he spent the majority of his professional career on central deputation within the Intelligence Bureau, joining the agency in 1998.

Over nearly three decades, he rose through various ranks, including:

  • Deputy Director
  • Joint Director
  • Additional Director
  • Special Director
  • Director, Intelligence Bureau

For over two decades, he was closely associated with the agency’s operational wing and developed a reputation as one of India’s foremost counter-terrorism experts.

Key Counter-Terrorism Operations

Arrest of Indian Mujahideen Co-founder Yasin Bhatkal

Deka is widely credited as one of the key intelligence officers behind the tracking and eventual arrest of Yasin Bhatkal from Nepal.

Major Terror Investigations

He was associated with investigations and intelligence operations linked to:

  • 2008 Assam serial bombings
  • 2008 Mumbai terror attacks
  • 2016 Pathankot Air Force Station attack
  • 2019 Pulwama terror attack

Balakot Operations

Deka reportedly played an important role in intelligence coordination preceding India’s Balakot air strikes in 2019.

Kashmir Counter-Terror Operations

As one of the senior officers handling Kashmir-related intelligence, he supervised several counter-terrorism and security initiatives aimed at tackling militant activity and targeted civilian killings.

CAA Protest Management in Assam

During the Citizenship Amendment Act (CAA) protests in Assam in 2019, Deka was deputed to assist in managing the volatile security situation in the state.

Trusted Security Professional

Within intelligence circles, Deka is often described as a trusted crisis manager and a senior officer with extensive field experience.

His close association with key national security initiatives and his understanding of internal security challenges have contributed to his continued relevance in the government’s security framework.

Security experts note that his possible continuation would ensure stability at the helm of the Intelligence Bureau during a period marked by emerging security threats, technological challenges, border concerns and counter-terrorism priorities.

Final Decision Expected Soon

An official decision on Deka’s future is expected before the completion of his current tenure on June 30, 2026.

Should the ACC approve the proposal, Tapan Kumar Deka would continue leading India’s premier internal intelligence agency, extending a tenure that has already become one of the most significant in recent years.
