Among the torchbearers of modern forestry is Mr Nitish Kumar, a 2014 batch Indian Forest Service (IFS) officer, currently posted as Divisional Forest Officer (DFO) of Angul Forest Division.

With a unique blend of technological prowess and ecological sensitivity, Mr Kumar has revolutionized wildlife management and forest conservation, setting new standards for sustainable governance.

Early Beginnings: A Vision for Innovation in Forestry

Mr Kumar’s journey into forestry is as inspiring as his achievements. With a strong academic foundation in Electronics and Communication Engineering from the National Institute of Technology Karnataka, he initially worked with NTPC before choosing to pursue civil services. Despite initial setbacks in clearing the IFS exams, his perseverance led him to join the Indian Forest Service in 2014.

From the outset, Mr Kumar envisioned a future where technology would be a key ally in forest protection. “Forests are living entities that demand not only protection but smart management. Technology bridges the gap between tradition and modernity in conservation,” he explains.

Transforming Forest Management with Cutting-Edge Technology

Mr Kumar’s tenure as DFO has been marked by the introduction of several pioneering initiatives that harness technology to tackle age-old problems in forestry and wildlife conservation.

Technological Innovations and Key Initiatives

Drone Technology for Forest Surveillance: Utilizing drones for real-time monitoring of forest fires and illegal encroachments, Mr Kumar significantly enhanced the speed and accuracy of field operations. His expertise culminated in authoring a book titled “Applications of GIS & Drone Technology in Forestry & Wildlife”, which documents these technologies’ practical benefits in conservation.

Fire Control Rapid Response System: Developed initially for the Kalahandi North and Balangir Forest Divisions, this system integrates advanced fire detection tools like FIRMS (Fire Information for Resource Management System). Key elements included:

  • Strategic mapping and cleaning of fire lines along roads, nallahs, and plantations
  • Use of fire blowers to maintain clean and effective fire lines
  • A remarkable reduction in forest fires, with Balangir Forest Division’s fire points dropping from 4.25% to 1.34%

GIS-Integrated Forest Mapping and MIS Portal: Mr Kumar developed a GIS-based Management Information System (MIS) portal that supports dynamic forest mapping, real-time data analysis, and resource planning. This web-based platform allows even frontline staff like Forest Guards to access and utilize complex GIS data without specialized software training.

  • Layer-by-layer analysis of forest assets such as elephant movements, water bodies, and plantations
  • Real-time updates ensuring data accuracy and operational efficiency
  • Easy accessibility for users at all levels, fostering inclusive participation in forest management

“Technology empowers every forest guard to be a data-driven decision-maker,” Mr Kumar emphasizes, highlighting the democratizing impact of his system.

Embracing AI and Citizen Engagement

Mr Kumar’s vision extends beyond internal management to include real-time wildlife monitoring and community participation

AI-Enabled e-Eye Cameras: Installed in sensitive tiger and elephant corridors, these cameras collect behavioral data and track wildlife movements, helping mitigate human-wildlife conflict and support scientific research.

“Sabuja Angul” Mobile App: This innovative platform allows citizens to report forest issues, request seedlings, and access pollution control and wildlife rescue services. Such transparency has strengthened community trust and involvement in conservation efforts.

A Holistic and Scientific Approach to Conservation

In addition to technology, Mr Kumar promotes sustainable techniques such as rootzone irrigation to optimize plantation growth, conserving water resources while enhancing survival rates. His collaborative efforts with academic institutions and startups further enrich the field with cutting-edge research on habitat modeling and carbon stock estimation.

Under Mr Kumar’s stewardship, the Angul Forest Division has emerged as a replicable model for smart forestry governance – blending ecology, technology, and community action seamlessly.

His leadership has inspired many within the Forest Department to adopt similar innovations, fostering a culture of continuous learning and adaptability. Reflecting on his mission, Mr Kumar states:
