IPS Manzil Saini: Gallantry Award Winner Who Chose the Toughest Roads in Policing

From St. Stephen's College to the Uttar Pradesh Police, 2005 batch IPS Manzil Saini built a career defined by fearless field leadership, major law-and-order responsibilities, and a Gallantry Medal earned on duty.

There are officers who spend their careers behind office desks, and then there are those who repeatedly walk into situations most people would rather avoid.

IPS officer Manzil Saini belongs to the latter.

Across nearly two decades in the Uttar Pradesh Police, she has commanded districts known for crime, communal tension, political sensitivity and public pressure. From leading police operations on the ground to serving with India’s elite National Security Guard (NSG), her career has been shaped by assignments that demanded quick decisions, calm judgment and the courage to lead from the front.

It is a journey that eventually earned her one of the country’s highest recognitions for bravery in uniform: the Gallantry Medal.

A STUDENT OF PHYSICS WHO CHOSE PUBLIC SERVICE

Born on September 9, 1975, in Delhi, Manzil Saini grew up in an environment that valued education and discipline. Her father, H.S. Saini, encouraged academic excellence, a value that stayed with her through every stage of life.

She studied Physics at St. Stephen’s College, Delhi, one of India’s most prestigious institutions. But her academic journey did not end there. She went on to pursue International Business at the Delhi School of Economics, graduating with a gold medal.

For a brief period, she entered the corporate world, spending nearly three years in the private sector. Yet the comfort of a corporate career could not match her desire to serve the country. She prepared for the Civil Services Examination and, in 2005, secured a place in the Indian Police Service, joining the Uttar Pradesh cadre.

WHERE THE REAL CHALLENGES BEGAN

Uttar Pradesh is often described as one of the most demanding policing assignments in the country. Districts differ in geography, demographics and security challenges, requiring officers to constantly adapt.

Over the years, Manzil Saini took charge of several key districts, including Badaun, Etawah, Jaunpur, Mahoba, Amroha, Mathura, Firozabad, Muzaffarnagar, Meerut, Allahabad and Lucknow.

Each posting brought a different test.

Some required tackling organised crime. Others demanded careful handling of communal situations, election security, public protests or large religious gatherings. Through these assignments, she developed a reputation for field-oriented policing and direct engagement with operational challenges.

Instead of limiting herself to command centres, she became known for being present where the situation demanded leadership the most.

A GALLANTRY MEDAL EARNED ON DUTY

Police decorations are not awarded for years spent in service alone. Some recognise long careers, while others honour moments when officers place themselves in harm’s way.

Among the many honours received by Manzil Saini, the Gallantry Medal stands out as the defining recognition of her career. It reflects courage displayed during operational duty and acknowledges actions taken under extraordinary circumstances.

Her list of honours also includes the Medal for Meritorious Service, the Director General’s Commendation Disc in Silver, Gold and Platinum, and the DG NSG Commendation Disc – recognitions that mark excellence across different stages of her service.

FROM UTTAR PRADESH TO INDIA’S ELITE SECURITY FORCE

Her experience eventually led to a deputation with the National Security Guard, India’s elite counter-terrorism force.

Serving as a Deputy Inspector General, she became part of an organisation responsible for some of the country’s most sensitive security operations. The assignment expanded her exposure beyond district policing, bringing her into the realm of specialised national security.

She later served as Deputy Inspector General at the National Human Rights Commission, where policing intersected with accountability, institutional oversight and the protection of citizens’ rights.

These assignments added another dimension to a career already defined by operational policing.

STILL SERVING, STILL LEADING

Today, Manzil Saini serves as Inspector General, Vigilance, Uttar Pradesh Police, overseeing an area where integrity within the force is just as important as law enforcement outside it.

Her journey has moved through classrooms, corporate offices, district headquarters, high-risk policing assignments, national security organisations and leadership roles within one of India’s largest police forces.

Every posting has demanded something different. Every responsibility has added another chapter. And together, they tell the story of an officer who consistently chose difficult assignments over comfortable ones, proving that leadership in uniform is built not by seeking the easiest path, but by accepting the hardest one.
