In Bihar’s Changing Policing Story, IPS officer Swarn Prabhat Stands for Firmness with Fairness

From Microsoft engineer to Bihar IPS officer, Swarn Prabhat’s policing combines intelligence-led enforcement, legal accountability, and public trust in Bihar’s evolving governance landscape.

Swarn Prabhat, a 2017-batch Indian Police Service (IPS) officer of the Bihar cadre, is currently serving as Superintendent of Police (SP) in East Champaran (Motihari). A native of Bhojpur district, he studied at Netarhat Residential School before graduating in Computer Science from Indian Institute of Technology Kharagpur. He began his career with Microsoft, but chose to leave a stable corporate job to prepare for the UPSC Civil Services Examination. Clearing the exam in his second attempt with an All India Rank of 105, he joined the IPS in 2017. Since then, he has earned a reputation for field-driven, law-bound policing with a clear emphasis on public trust.

During the 2025 Budget session of the Bihar Legislative Assembly, the mention of a serving district police officer drew attention inside the House. While talking about law and order in the State, the name discussed was that of Motihari SP Swarn Prabhat, whose policing approach had begun attracting wider public and administrative attention in Bihar. 

In an exclusive conversation, IPS officer Swarn Prabhat speaks to Indian Masterminds: 

From Bhojpur to the IPS

“In Bihar, the culture of UPSC preparation is deeply ingrained- it shapes ambition early.”

Swarn Prabhat’s journey begins in rural Bihar, in Bhojpur district, where civil services are often seen as both aspiration and responsibility. His years at Netarhat Residential School laid the foundation of discipline and focus. From there, he moved to Indian Institute of Technology Kharagpur, one of the country’s premier institutions, where he pursued engineering in Computer Science.

Like many of his peers, he entered the corporate world in Hyderabad with Microsoft. But the pull of public service proved stronger. He left his job to prepare for the civil services, faced failure in his first attempt, and returned with greater resolve to secure an All India Rank of 105. That phase, he says, taught him patience, something that continues to shape his approach in service.

Patna: Learning the Craft in a Complex Environment

“Handling law and order in the capital exposes you to the real-time interface of governance and politics.”

His early posting as ACP (Law & Order) in Patna brought him face-to-face with the realities of policing in a politically active and densely populated urban setting. Managing protests, handling tense situations, and overseeing high-profile movements required more than just authority, it required balance.

Talking to Indian Masterminds, he says, “Now there is better coordination between administration and political leadership now. The system allows us to function with clarity, without undue pressure.”

That experience shaped his understanding of policing not as an isolated function, but as part of a larger administrative framework where coordination matters as much as enforcement.

Gopalganj: Taking on Organised Crime

“Crime cannot be addressed episode wise, it has to be dismantled structurally.”

In Gopalganj, where he served as Superintendent of Police, his focus was on breaking organised crime networks, particularly those linked to the liquor trade. Instead of limiting action to arrests, the emphasis was on identifying and targeting the entire chain-production, transportation, and distribution.

This required patient intelligence work, coordination between units, and consistent legal follow-up. Over time, the approach began to show results. The risk for those involved in illegal operations increased, not just in terms of arrest, but in sustained legal and financial consequences.

It was a shift from reactive policing to a more deliberate, system-based approach, one that aimed to weaken the roots of criminal activity rather than just respond to it.

Motihari: Policing on the Border

“Border districts require policing that is proactive, intelligence-driven, and anchored in public trust.”

His posting as SP of East Champaran (Motihari) in September 2024 brought a new set of challenges. With its proximity to the India-Nepal border, the district has long been vulnerable to smuggling networks, particularly those involving drugs, liquor, and other contraband.

In Motihari, his approach has been both firm and structured. Intelligence networks have been strengthened at the local level, and coordination with other agencies has been improved to track cross-border movement. These efforts led to significant seizures, including drugs worth nearly ₹50 crore in 2025, an indication of the scale of operations being targeted.

At the same time, action against land and sand mafias has been pursued through legal channels, ensuring that enforcement remains grounded in due process. One of the most visible aspects of his tenure has been the use of Mahakurki- the attachment and seizure of properties linked to accused individuals. While often seen as a tough measure, it has been used as a legal tool to disrupt the financial backbone of organised crime.

The idea, as reflected in his work, is straightforward: strong policing must also be fair policing. Enforcement, to be effective, must stand on the foundation of law.

Policing in a Changing Bihar

“The challenges of modern policing lie as much in coordination as in enforcement.”

Swarn Prabhat sees policing in Bihar as part of a larger transition. Technology is playing an increasing role, whether in tracking crime, managing data, or improving response systems. At the same time, the expectations from police have grown.

Speaking to Indian Masterminds, he notes, “Present-day policing requires close coordination with media and judiciary. The expectations are higher, and accountability is more immediate.”

He also points to a broader shift in the state’s trajectory: “I have seen Bihar move from being perceived as a criminal hotspot to a State steadily strengthening governance, particularly in peace and law and order.”

Duty and a Shared Commitment to Public Service

Swarn Prabhat’s commitment to public service is shared at home as well. His wife, Pratibha Rani, is currently serving as District Magistrate of Sheohar. As the DM of Sheohar, she is known for on data-driven governance, ensuring timely completion of development projects and strengthening land records. An engineer-turned-civil servant, she is known for her emphasis on data-driven governance and grassroots development. 

Together, they represent a new generation of administrators for whom authority is not merely positional, but functional- anchored in duty, accountability, and a shared commitment to strengthening governance at the grassroots.

Conclusion

The mention of Swarn Prabhat as policing face in Bihar, has a larger reality, it highlights that policing today is no longer confined to the field; it is part of the wider governance conversation.

His journey- from Bhojpur to IIT and from Microsoft to the IPS, mirrors a changing India, where some of the country’s most capable minds are choosing public service. More importantly, his work reflects a balance that is not always easy to maintain: being firm without being excessive, and effective without stepping outside the bounds of law.

In Bihar’s evolving story of governance, officers like Swarn Prabhat are not just enforcing the law, they are shaping how it is experienced by the people.
