Patna: The Bihar government has been consistently working towards the socio-economic development of the Tharu tribal community. Over the past 16 years, an expenditure of around ₹180 crore has been made to improve living conditions, infrastructure, education, healthcare, and employment opportunities in Tharu-dominated regions of the state.
These initiatives have significantly transformed both the social and economic landscape of Tharu settlements across West Champaran district.
Formation of Tharuhat Development Agency in 2010
To streamline and strengthen development efforts, the government established the Integrated Tharuhat Development Agency in 2010. The agency is headquartered in Bettiah, West Champaran district.
Since its formation, the agency has been responsible for implementing comprehensive development projects aimed at improving infrastructure and quality of life in Tharu-majority areas.
357 Development Schemes Proposed, 286 Completed
Under various government programs, a total of 357 development schemes have been proposed so far. Out of these, 286 schemes have already been completed, while the remaining projects are expected to be finished soon.
These schemes cover key development sectors such as:
- Construction of school hostels
- Establishment of sub-health centers
- Development of sports stadiums
- Construction of PCC (cemented) rural roads
- Skill development and training programs
The government has emphasized timely completion of pending projects to ensure continued progress in the region.
Impact on Education, Health, Sports, and Employment
These initiatives have played a major role in improving access to essential services for Tharu youth. Better infrastructure has led to:
- Improved educational facilities and student accommodation
- Enhanced healthcare access through new health centers
- Promotion of sports activities via stadium development
- Employment-oriented skill training programs
As a result, Tharu youth are increasingly being integrated into mainstream development opportunities.
Tharu Population and Regional Coverage
The Tharu community in Bihar is primarily concentrated in West Champaran district, where approximately 2.2 lakh (220,000) Tharu people reside across 43 panchayats.
Key areas include Bagaha and Narkatiaganj, along with several surrounding rural regions. Traditionally, the community has depended on agriculture, forest produce, and small-scale indigenous occupations.
Government Commitment and Annual Budget Allocation
The Bihar government continues to allocate a separate annual budget dedicated to the development of the Tharu community. Officials have also indicated that the budget for the current financial year will be announced soon, reaffirming the state’s commitment to inclusive growth.
These sustained efforts aim to further integrate the Tharu community into the mainstream economy while preserving their cultural identity and improving living standards.
