Patna: The Bihar government led by Samrat Choudhary on Sunday carried out a major bureaucratic reshuffle, transferring 12 senior Indian Administrative Service (IAS) officers and assigning them to key positions in the Finance, Tourism, Health, Disaster Management, and Social Welfare departments.
The wide-ranging administrative changes also saw two prominent officers – Kumar Ravi and Chandrashekhar Singh – moved out of the Chief Minister’s Office (CMO), marking a significant shift in the state’s administrative setup.
Key Departments Get New Administrative Heads
According to a notification issued by the General Administration Department, several crucial departments have been assigned new secretaries and principal secretaries.
H. R. Srinivas (1996 Batch)
Appointed as Additional Chief Secretary, Social Welfare Department.
Santosh Kumar Mall (1997 Batch)
Named Principal Secretary, Disaster Management Department.
Lokesh Kumar Singh (2003 Batch)
Appointed Secretary, Tourism Department. He has also been given additional charge of:
- Chief Minister’s Secretariat
- Department of Science, Technology and Technical Education
Kumar Ravi (2005 Batch)
Posted as Secretary, Health Department.
Ajay Yadav (2005 Batch)
Appointed Secretary, Energy Department.
Sanjay Kumar Singh (2007 Batch)
Given full charge as Secretary, Finance Department.

Appointed Secretary, Building Construction Department.

Anand Kishor Relieved of Additional Finance Charge
Anand Kishor has been relieved of the additional charge of Additional Chief Secretary of the Finance Department as part of the reshuffle.
Major Changes in the Chief Minister’s Office
The transfer of Kumar Ravi and Chandrashekhar Singh out of the Chief Minister’s Office is being viewed as one of the most significant aspects of the reshuffle, with Lokesh Kumar Singh assuming additional responsibilities in the Chief Minister’s Secretariat.
IPS Officers Also Shifted
Alongside the IAS reshuffle, the state government also transferred 16 Indian Police Service (IPS) officers.

Administrative Realignment Ahead of Key Governance Priorities
The reshuffle is seen as part of the Samrat Choudhary government’s effort to strengthen governance and improve administrative efficiency across critical sectors such as health, finance, tourism, disaster management, and energy.
The appointments place experienced officers in departments central to infrastructure development, fiscal management, welfare delivery, and law and order.
