Raipur: The Chhattisgarh government has launched the ambitious ‘Adarsh Shahar Samriddhi Yojana’ to accelerate the development of municipalities and Nagar Panchayats across the state. The scheme has been allocated a budget of ₹200 crore for the financial year 2026-27.
The initiative aims to provide modern urban infrastructure and civic amenities not only in major cities but also in emerging towns and smaller urban local bodies.
Officials said the scheme reflects the vision of Chief Minister Vishnu Deo Sai to ensure balanced urban growth throughout the state.
Focus on Comprehensive Urban Development
According to officials, the new scheme has been designed to strengthen infrastructure, expand public services, and improve the overall quality of life in smaller urban centers.
The government plans to develop:
- Roads and drainage systems
- Water supply infrastructure
- Public transport facilities
- Parks and green spaces
- Housing and community services
- Education and healthcare infrastructure
- Smart traffic and security systems
- E-governance facilities
- Water conservation projects
- Employment-oriented urban services
Authorities said the scheme will function as a comprehensive urban development model aimed at making towns safer, modern, and citizen-friendly.
Inspired by Mukhyamantri Nagarotthan Yojana
Officials stated that the ‘Adarsh Shahar Samriddhi Yojana’ is being implemented on the lines of the ‘Mukhyamantri Nagarotthan Yojana,’ which was introduced for municipal corporations during the previous financial year 2025-26.
The new scheme specifically targets municipalities and Nagar Panchayats to ensure:
- Stronger urban infrastructure
- Faster execution of development projects
- Better civic amenities
- Inclusive urban growth across smaller towns
The initiative is expected to bridge the infrastructure gap between large cities and smaller urban regions in Chhattisgarh.
32 Urban Bodies Selected in First Phase
In the first phase of implementation, the government has selected 32 urban local bodies across the state.
The selected urban bodies include:
- Six each from Bastar, Surguja, and Raipur divisions
- Nine from Bilaspur division
- Five from Durg division
The state government has already issued necessary guidelines for project implementation.
Committees Formed for Project Selection and Monitoring
To ensure effective execution, divisional-level committees have been constituted for:
- Selection of development works
- Site inspections
- Priority assessment of projects
These committees have been instructed to identify priority projects within the next 15 days and submit detailed proposals along with estimated project costs to the government.
The state has also appointed nodal officers in all five revenue divisions to monitor implementation and ensure:
- Quality control
- Transparency
- Timely completion of projects
Government Aims for Balanced Urban Growth
Chief Minister Vishnu Deo Sai said the government is committed to the balanced development of both large cities and smaller towns. He stated that the scheme will provide a fresh boost to urban development in Chhattisgarh and help transform smaller municipalities into modern and sustainable urban centers. The government believes the initiative will improve living standards, strengthen civic infrastructure, and create new economic opportunities in rapidly growing towns across the state.
