Chhattisgarh Cabinet Approves ₹500 Crore AI Mission, BEML Plant and Major Digital Governance Reforms

CM Vishnu Deo Sai-led Cabinet clears seven key proposals, including AI skill development, industrial investment, ADB-funded Anjor LIGHT project, rural road reforms and ₹200 crore power sector bond plan.

Raipur: The Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Deo Sai, has approved seven major proposals aimed at promoting artificial intelligence, industrial growth, digital governance, rural infrastructure, financial management and energy sector development.

The key decisions were taken during the Cabinet meeting held at Mahanadi Bhawan, Ministry. The approved proposals include the launch of the Chhattisgarh State Artificial Intelligence (AI) Mission with an investment of ₹500 crore, land allocation for a BEML heavy earth moving equipment manufacturing plant, implementation of digital systems for construction works and several financial reforms.

₹500 Crore Chhattisgarh AI Mission Approved for Digital Growth

The Cabinet approved the Chhattisgarh State Artificial Intelligence (AI) Mission for a period of five years.

The mission aims to promote:

  • Good governance through technology.
  • Digital economy growth.
  • AI-based skill development.
  • Use of emerging technologies in government services.

Under the AI Mission:

  • 100 AI Data Labs will be established.
  • 5 Centres of Excellence will be developed.
  • More than 300 AI startups will receive support.
  • 6 lakh students and 1.5 lakh government employees will be trained in AI.
  • More than 50 AI-based government services will be developed to improve administrative efficiency.

The initiative is expected to make government processes faster, smarter and more technology-driven.

BEML Heavy Equipment Manufacturing Plant to Come Up in Chhattisgarh

The Cabinet approved the proposal to provide land at a concessional rate to Bharat Earth Movers Limited (BEML) for establishing a Heavy Earth Moving Equipment Manufacturing Plant in the state.

BEML is a Miniratna Central Public Sector Enterprise under the Government of India.

The plant will be the first heavy earth moving equipment manufacturing industry in Chhattisgarh and is expected to:

  • Strengthen the state’s industrial identity.
  • Attract major investments.
  • Generate employment opportunities for local youth.
  • Benefit Micro, Small and Medium Enterprises (MSMEs).
  • Boost the manufacturing ecosystem.

The project will help Chhattisgarh emerge as an important manufacturing hub.

Digital Management System Approved for Construction Projects

The Cabinet approved the first phase implementation of the Works and Accounts Management Information System (WAMIS) in the Public Works Department (PWD).

Developed by C-DAC, Pune, the system will integrate various construction-related processes on a single digital platform.

It will include:

  • Work approvals.
  • E-estimates.
  • E-procurement.
  • E-Measurement Book (e-MB).
  • Bill payments.
  • Accounting management.
  • Quality monitoring.

The system will improve transparency, enable real-time monitoring and speed up project execution.

After implementation in PWD, the system will be expanded to other construction and infrastructure departments.

Changes Approved in Chief Minister Rural Road and Development Scheme

The Cabinet approved amendments in guidelines under the Chief Minister Rural Road and Development Scheme.

Major changes include:

  • Construction of CC roads and drains in rural internal lanes.
  • Removal of mandatory MGNREGA soil work before road construction.
  • Expansion of eligibility to include rural roads not covered under PMGSY or other schemes.

Financial resources for these projects can be arranged through:

  • NABARD loans.
  • Environment and infrastructure development funds.
  • District Mineral Foundation (DMF) funds.
  • Other available sources.

A state-level empowered committee will review implementation and ensure coordination between departments.

ADB to Provide ₹15 Crore Grant for Anjor LIGHT Project

The Cabinet approved receiving a ₹15 crore fully funded grant from the Asian Development Bank (ADB) for the “Anjor LIGHT (Anjor Linked Implementation & Guidance for Holistic Tracking)” technical assistance project.

The three-year project will run from:

1 December 2026 to 30 November 2029

The project will not require any financial contribution from the state government or the Government of India.

Key focus areas include:

  • Strengthening public financial management.
  • Developing the Public-Private Partnership (PPP) ecosystem.
  • Promoting green and blended finance.
  • Improving efficiency of State Public Sector Enterprises (SOEs).
  • Developing climate-resilient projects.
  • Creating a pipeline of priority projects under Chhattisgarh Anjor Vision 2047.

A Project Management Unit (PMU) will also be established for implementation.

State Single Nodal Agency Model Approved for Better Fund Monitoring

The Cabinet approved implementation of the State Single Nodal Agency (S-SNA) model for state government schemes.

Under this system:

  • Scheme funds will not remain idle in multiple bank accounts.
  • Payments will be made through a centralised mother account.
  • Funds will directly reach beneficiaries and vendors when required.

The new system will help:

  • Improve transparency.
  • Strengthen financial discipline.
  • Enable real-time monitoring.
  • Reduce chances of misuse, fraud and unnecessary fund blockage.
  • Improve cash management efficiency.

CSPGCL Gets Approval to Issue ₹200 Crore Bonds

The Cabinet approved the proposal allowing Chhattisgarh State Power Generation Company Limited (CSPGCL) to issue up to ₹200 crore worth of Non-Convertible Debentures (NCDs) and bonds.

The securities will be listed on the stock exchange to increase participation from:

  • General public.
  • Institutional investors.

The move will provide new financial resources for CSPGCL and support investment in the state’s power infrastructure.
