New Delhi: The Delhi government has ordered the transfer and posting of 43 IPS and DANIPS officers, bringing significant changes across the Delhi Police hierarchy, including the Special Commissioner, Joint Commissioner, Additional Commissioner and DCP levels.
The reshuffle, ordered on Tuesday, follows the recommendations of the Police Establishment Board and approval from Lieutenant Governor Taranjit Singh Sandhu. It is the first major transfer exercise after senior IPS officer Anurag Kumar took charge as Delhi Police Commissioner last month.
The changes affect several important units, including the Economic Offences Wing (EOW), Traffic, Vigilance, Special Branch, Crime Branch, Intelligence, Licensing, Police Security Division and district police.
Among the major changes, eight Special Commissioners of Police have been assigned new responsibilities, while 21 DCPs and Additional DCPs have also been transferred.
Eight Special Commissioners Get New Assignments
At the Special Commissioner level, several senior officers have been moved to key operational and specialised divisions.
Garima Bhatnagar, IPS (1994), has been posted as Special CP, Economic Offences Wing (EOW). She will also hold additional charge as Managing Director, Delhi Police Housing Corporation Limited (DPHCL).
Manish Agrawal, IPS (1996), has been shifted from Traffic to the Police Security Division (PSD).
Ajay Chaudhary, IPS (1996), has been posted as Special CP, Traffic. Chaudhary had earlier served as Special CP, Traffic, until 2024, before the charge was subsequently held by Neeraj Thakur and later Manish Agrawal.
David Lalrinsanga, IPS (1995), has been posted as Special CP, Operations (PCR and Communication). He will also hold additional charge of the Special Police Unit for Women and Children (SPUWAC).
Atul Katiyar, IPS (1997), has been moved from Special CP, Vigilance to Special CP, Welfare and Legal Division.
K. Jegadesan, Special CP, has been posted as Special CP, Intelligence.
Meanwhile, Vivek Kishore, IPS (1999), who is on transfer from Arunachal Pradesh, has been posted as Special CP, SPUWAC and Special Police Unit for North East Region (SPUNER).
Sindhu Pillai, also coming from another state, has been given charge of Vigilance. She will additionally handle the Perception Management and Media Cell.
Ajay Chaudhary Returns to Traffic, Agrawal Moves to Security
One of the notable changes is the movement of Ajay Chaudhary back to the Traffic division.
The officer had earlier headed Traffic until 2024. His latest appointment comes after Manish Agrawal’s transfer from Traffic to the Police Security Division.
The Police Security Division handles security arrangements for VVIPs and other high-security installations.
Major Changes Among Joint Commissioners
The reshuffle also brings several changes at the Joint Commissioner of Police level.
Suman Goyal has been posted as Joint CP, Western Range.
Rajneesh Gupta, who was serving as Joint CP, Intelligence Fusion and Strategic Operations (IFSO), has been transferred as Joint CP, Transport Range.
Jatin Narwal has been posted as Joint CP, Special Branch, while Milind Mahadeo Dumbere has been appointed Joint CP, Eastern Range.
Deepak Purohit, IPS (2007), has been posted as Joint CP, Licensing, replacing his earlier assignment as Joint CP, New Delhi Range.
Nupur Prasad, IPS (2007), has been posted as Joint CP, New Delhi Range, after serving as Joint CP, EOW.
Deepak Purohit and Nupur Prasad Exchange Key Assignments
Purohit’s transfer comes after his tenure as Joint CP, New Delhi District. He had also handled the police response to a student protest in the national capital last month.
His replacement in the New Delhi Range will be Nupur Prasad, who has been moved from the Economic Offences Wing.
The transfer order does not officially link these changes to the recent protests.
Additional CP-Level Changes
At the Additional Commissioner level, Monica Bhardwaj, IPS (2009), has been transferred from IFSO to the Crime Branch.
Sanjay Bhatia, IPS (2010), Additional CP, Headquarters, has been posted as Additional CP, IFSO.
Dinesh Kumar Gupta, IPS (2010), has been posted as Additional CP, DPHCL.
Pratiksha Godara, IPS (2011), has been appointed Additional CP, Traffic (HQ).
Varsha Sharma, IPS (2010), who was serving in Goa, has been brought in as Additional CP, EOW.
Jitendra Kumar Mani has been appointed Additional CP, Vigilance.
21 DCPs and Additional DCPs Shifted
The reshuffle also covers 21 DCPs and Additional DCPs, resulting in changes across several districts and specialised units.
Raja Banthia, IPS (2014), has been transferred from DCP, North District, to DCP, Technical and Project Implementation Unit.
Hemant Tiwari, IPS (2014), has been moved from DCP, Southeast District, to DCP, Special Branch.
Vineet Kumar, IPS (2015), will take charge as DCP, South-East District.
Niharika Bhatt, IPS (2015), has been appointed DCP, North District, replacing Banthia.
Sachin Singhal, IPS (2017), has been appointed DCP, Traffic.
Gaurav Tyagi, IPS (2019), has been posted as DCP, IFSO.
Shweta Chauhan, who was serving with the Anti-Corruption Branch, has been transferred to the Traffic Division.
Banthia’s Transfer Amid Earlier Controversy
Raja Banthia’s transfer comes against the backdrop of allegations surrounding the handling of a recent protest in the national capital.
Reports had earlier referred to a statement by a Rapid Action Force deputy commander recorded in a General Diary entry at Parliament Street police station, alleging that pellets were fired during an incident on July 20 on Banthia’s orders.
Banthia had denied being present at the outer circle of Connaught Place or the Jantar Mantar area when the incident took place.
There is, however, no official indication that his transfer is connected to the protest-related allegations.
Hemant Tiwari Also Gets New Assignment
Hemant Tiwari has been shifted from the Southeast District to the Special Branch.
Earlier, a city court had ordered an independent probe into allegations made by an accused in an Arms Act case, who claimed that police personnel illegally detained and assaulted him before staging a fake encounter.
The court had also directed a Special Commissioner-rank officer to examine an allegation concerning the presence of a DCP, reportedly Tiwari, during the incident.
Tiwari had denied the allegations, saying he was on approved leave at the relevant time and describing the charges as false.
Following the latest reshuffle, Vineet Kumar will take charge of the Southeast District, while Niharika Bhatt will become DCP, North District.
