New Delhi: The abrupt and unexplained transfer of senior IPS officer Madhup Kumar Tewari, who was serving as Special Commissioner of Police in the Delhi Police, has triggered strong indications of an impending reshuffle in the force’s top brass.
The transfer, ordered by the Ministry of Home Affairs (MHA), saw Tewari being moved to Arunachal Pradesh in an urgent and standalone directive—without being part of a broader reshuffle order. He was relieved the same evening to take up his new assignment.

Despite multiple reshuffles in recent years—including in July 2025, October 2025, and March 2026—key officers such as Ravindra Yadav and Madhup Kumar Tewari had remained unchanged in their roles since 2024.
Core Team Structure and Leadership Dynamics
The Delhi Police, currently led by Police Commissioner Satish Golchha, has around 14 Special CPs forming its core leadership team, overseeing critical verticals such as law and order, intelligence, traffic, crime, and specialized units.
The sudden removal of a senior officer like Tewari—especially amid an already stretched leadership structure—has further highlighted internal demands for redistribution of responsibilities and filling of vacant posts.

A significant number of Special CPs have been handling additional charges for over a year, pointing to a shortage of senior officers:
- Atul Katiyar (Welfare) also holds Licensing & Legal
- Ajay Chaudhary oversees Vigilance and Special Unit for Women & Children
- David Lalrinsanga holds additional SPUNER charge
Meanwhile, officers like Vijay Kumar (Armed Unit), Sanjay Kumar (Training), Robin Hibu (HRD), and Garima Bhatnagar (EOW) are handling single charges.
Strategic Importance of Tewari’s Role
Before his transfer, Madhup Kumar Tewari was supervising critical zones including:
- New Delhi Range
- Southern Range
- Western Range
The New Delhi range, in particular, includes high-security and high-profile areas such as embassies, key government installations, and residences of top national leadership including the Prime Minister and National Security Advisor.
