New Delhi: The Department of Personnel and Training (DoPT) has approved an unusual administrative arrangement in the defence public sector vigilance ecosystem, assigning the additional charge of Chief Vigilance Officer (CVO) at Goa Shipyard Limited (GSL) to Mr. Hari Narayan Jangid (ITS: 1995), who is already serving as CVO at Mazagon Dock Shipbuilders Limited (MDSL), Mumbai.
The order was issued vide OM No. 56/1/2022-EO(CVO) dated June 9, 2026, following a proposal from the Department of Defence Production and approval of the competent authority.
Six-Month Temporary Arrangement or Until Regular Appointment
According to the official order, Mr. Jangid will hold additional charge of CVO, GSL:
- For six months from the date of assumption of charge, or
- Until a regular CVO is appointed, or
- Until further orders
whichever is earlier.
This ensures uninterrupted vigilance oversight at the Goa-based defence shipyard.
Dual Vigilance Responsibility Across Two Major Defence PSUs
With this order, Mr. Jangid will now oversee vigilance functions in two major defence shipbuilding companies:
- Mazagon Dock Shipbuilders Limited (MDSL), Mumbai
- Goa Shipyard Limited (GSL), Goa
Both organisations fall under the Ministry of Defence (Department of Defence Production) and play a critical role in India’s naval and maritime defence manufacturing ecosystem.
Why the Additional Charge System is Used
Officials explained that CVO vacancies in Central Public Sector Enterprises (CPSEs) often arise due to transfers, retirements, or completion of tenure.
Since the formal appointment process involves:
- DoPT coordination
- Administrative ministry approval
- Central Vigilance Commission (CVC) consultation
the procedure can take several months.
To avoid a vacancy in critical defence PSUs, DoPT assigns additional charge to an existing CVO, usually within the same administrative cluster.
Officer Profile: Hari Narayan Jangid (ITS 1995)
Mr. Hari Narayan Jangid belongs to the Indian Telecom Service (ITS), 1995 batch, a Group A central service under the Ministry of Communications.
He currently serves as CVO at MDSL and brings over two decades of experience in:
- Technical and regulatory administration
- Vigilance and compliance systems
- Governance in infrastructure-heavy PSUs
His expanded role is seen as a continuation of trusted administrative practice within defence-sector vigilance management.

Both shipyards are key contributors to India’s defence manufacturing capabilities:
- Mazagon Dock Shipbuilders Limited (MDSL) is India’s leading warship and submarine builder, executing major projects for the Indian Navy, including advanced submarine programmes.
- Goa Shipyard Limited (GSL) specialises in patrol vessels, interceptor boats, and offshore patrol vessels for the Navy and Coast Guard.
Ensuring uninterrupted vigilance oversight in both institutions is considered essential due to their strategic importance.
The DoPT’s decision reflects a pragmatic administrative approach to maintaining continuous vigilance oversight in critical defence PSUs while regular appointments are underway. The arrangement ensures stability in governance and compliance across two of India’s key shipbuilding enterprises.
