New Delhi: The Hon’ble Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, Dr. Jitendra Singh, inaugurated the 3rd Batch of DAKSH, a flagship leadership development programme jointly conducted by SCOPE and the CBC.
The event brought together senior government officials, Public Sector Enterprise (PSE) leaders, and members of various public institutions, marking a significant milestone in strengthening leadership capacity across Central Public Sector Enterprises (CPSEs).
About DAKSH Leadership Programme
DAKSH (Development of Aspiration, Knowledge, Succession & Harmony) is a 12-month immersive leadership development programme designed to build future-ready leaders for India’s public sector ecosystem.
The programme focuses on enhancing:
- Strategic leadership skills
- Behavioural competencies
- Transformational thinking abilities
- Adaptive capacity for emerging governance challenges
The third batch comprises 70 participants from various Public Sector Enterprises (PSEs) across diverse sectors.

Minister’s Address: Focus on Global Learning and Leadership
In his inaugural address, Dr. Jitendra Singh appreciated the efforts of SCOPE and CBC in strengthening leadership pipelines in the public sector.
He highlighted that several alumni of the DAKSH programme have already progressed to Board-level positions, reflecting the programme’s growing impact.
The Minister urged participants to:
- Embrace interactive and technology-driven learning
- Move beyond passive training methods
- Develop a strong understanding of global strategies and governance models
He also appreciated the increasing inclusivity in the programme, noting that 10 women among 70 participants have been selected in this batch.
CBC Chairperson Highlights Role of AI and Citizen-Centric Leadership
Ms. S. Radha Chauhan emphasized that emerging technologies, including agentic AI, are reshaping governance systems.
She stressed the importance of:
- Citizen-centric leadership
- Active participation in immersive learning experiences
- Preparing leaders for rapidly evolving digital ecosystems
Department of Public Enterprises on Role of CPSEs
Mr. K. Moses Chalai underlined the critical role of CPSEs in India’s economy. He noted that visionary leadership is essential given the scale and national responsibility of these enterprises.
He added that CPSEs have evolved significantly over time, and programmes like DAKSH are crucial in nurturing future-ready leadership talent.
SCOPE Leadership Emphasizes People-Centric Growth
Dr. K. P. Mahadevaswamy expressed gratitude to the Union Minister and reiterated the government’s commitment to capacity building.
He emphasized that the true strength of any organization lies in:

Mr. Atul Sobti described the inauguration as more than a ceremonial event, calling it a reaffirmation of investment in future leadership.

CPSEs as Instruments of Viksit Bharat
Dr. Alka Mittal emphasized that Public Sector Enterprises are key drivers in achieving the vision of Viksit Bharat (Developed India).
She stated that DAKSH aims to develop leaders who are:

Indian School of Business has been designated as the academic and knowledge partner for DAKSH Batch 3.
