Ranchi: Jharkhand’s rural governance system is set to receive a significant financial boost as panchayats in the state will be allocated ₹14,231 crore under the recommendations of the 16th Finance Commission for the period 2026–27 to 2030–31.
The announcement was discussed during a national workshop held in New Delhi, where Deepika Pandey Singh, Minister for Rural Development and Panchayati Raj of Jharkhand, participated and raised key concerns regarding fund utilisation and timely release.
Breakdown of ₹14,231 Crore Allocation for Jharkhand Panchayats
As per the Finance Commission recommendations, the total grant includes:
- ₹11,385 crore as Basic Grant
- ₹2,846 crore as Performance Grant
This funding is intended to strengthen grassroots governance and improve rural development outcomes across Jharkhand.
Minister Raises Concern Over Timely Fund Release
During the workshop, Minister Deepika Pandey Singh urged the Centre to ensure timely release of funds, stating that delays often affect the execution of rural development schemes at the panchayat level.
She also emphasized the need for greater flexibility in performance grants, highlighting challenges faced by states in meeting financial timelines.
Demand for Pending 15th Finance Commission Funds
The Jharkhand minister also strongly raised the issue of pending dues under the 15th Finance Commission, requesting the central government to clear outstanding payments at the earliest to avoid disruption in ongoing development projects.

Limited Revenue Capacity of Panchayats Highlighted
The Jharkhand delegation pointed out that many panchayats in the state have limited revenue generation capacity, making them heavily dependent on central grants.
The minister stressed the need for:
- A flexible and supportive approach from the Finance Commission
- Strengthening of revenue collection systems
- Improved financial and technical capacity building for local bodies
Importance of Strengthening Local Governance
Officials noted that Finance Commission grants should not only support infrastructure but also enhance:
- Financial management systems
- Revenue mobilisation capacity
- Digital and administrative efficiency of panchayats
These improvements are seen as essential for long-term decentralised governance reforms.
Opportunities and Challenges for Jharkhand
Speaking at the workshop, the minister said the 16th Finance Commission recommendations present a major opportunity for strengthening Panchayati Raj institutions in Jharkhand.
However, she also highlighted key challenges such as:
- Lack of clear guidelines for unutilised funds from previous commissions
- Absence of provisions for carrying forward unused allocations
- Potential difficulties in optimal utilisation of fresh grants
