New Delhi: The recent reshuffle of 43 IPS and DANIPS officers in Delhi Police has brought two women IPS officers, Garima Bhatnagar (IPS: 1994: AGMUT) and Varsha Sharma (IPS: 2010: AGMUT), into key positions in the Economic Offences Wing (EOW).
While Bhatnagar will continue as Special Commissioner of Police, EOW, she has also been given additional charge as Managing Director of the Delhi Police Housing Corporation Limited (DPHCL). Sharma, who has returned to Delhi after serving in Goa, has been appointed Additional Commissioner of Police, EOW.
The appointments come at a time when the EOW is handling increasingly complex cases involving financial fraud, investment scams, corporate cheating, criminal breach of trust and real estate-related offences.
Garima Bhatnagar Continues as Special CP, EOW
A 1994-batch IPS officer of the AGMUT cadre, Garima Bhatnagar has more than three decades of experience in policing, administration, intelligence and international peacekeeping.
She was already serving as Special Commissioner of Police, EOW, a position she took charge of in July 2025. The latest reshuffle retains her in the key assignment while expanding her responsibilities with the additional charge of Managing Director, DPHCL.
Bhatnagar has held several senior positions during her career, including Special Commissioner of Police, Provisioning, and Special Commissioner of Police, Economic Offences Wing in Delhi Police.
She has also served in senior roles involving policing and administrative responsibilities and has risen to the DGP rankin the AGMUT cadre.
International Experience at the United Nations
One of the notable aspects of Bhatnagar’s career is her international assignment with the United Nations.
She served in New York as Chief of the Mission Management and Support Section in the Department of Peace Operations (DPO).
Her international experience has included work related to UN peacekeeping and mission management. She has also advocated greater and meaningful participation of women in international peacekeeping and peace processes.
For her long and distinguished service, Bhatnagar has been honoured with the President’s Medal for Distinguished Service.
Varsha Sharma Returns to Delhi From Goa
The second woman officer taking up a key EOW responsibility is Varsha Sharma, IPS (2010: AGMUT).
Sharma has been transferred from Goa to Delhi and appointed Additional Commissioner of Police, EOW.
Her appointment brings an experienced field officer into the economic offences setup. Before moving back to Delhi, she served as DIGP, Range, Goa Police.
Her career has also included important assignments in the Andaman and Nicobar Islands and Delhi Police.
Varsha Sharma’s Early Career
Sharma served as Superintendent of Police in the Andaman and Nicobar Islands and also handled the responsibility of SP, Marine Police.
Her work in the island territory included responsibilities relating to coastal security and policing. She was also associated with Ex-Sea Vigil 22, for which she received a commendation from the Commander-in-Chief of the Andaman and Nicobar Command for her contribution to coastal security and strengthening the security network.
She was promoted to the Selection Grade in December 2022.
From Delhi’s South District to Goa
In 2023, Sharma was posted as DCP, South District, Delhi Police.
She subsequently moved up to the rank of DIG/Additional Commissioner of Police in the cadre.
In late 2024, she was transferred to Goa, where she took charge as DIGP, Range.
Her latest transfer brings her back to the national capital, where she will now work in one of Delhi Police’s specialised investigation wings.
Sharma has also received Police Medal for Meritorious Service and other service recognitions for her contribution to policing and public safety.
Why Is the EOW Assignment Important?
The Economic Offences Wing is among Delhi Police’s specialised units dealing with financial and economic crimes.
Its mandate includes investigations into matters such as bank frauds, investment scams, corporate cheating, criminal breach of trust and real estate and land-related frauds.
The wing also coordinates with major regulatory and investigative agencies, including the Reserve Bank of India (RBI), Securities and Exchange Board of India (SEBI), Central Bureau of Investigation (CBI) and Enforcement Directorate (ED), whenever cases involve overlapping financial, regulatory or criminal dimensions.
The appointment of two senior women IPS officers to key positions therefore assumes significance amid the growing complexity of economic offences and financial investigations.
Two Women Officers, Key Responsibilities
The latest arrangement places Bhatnagar and Sharma at two important levels within the EOW.
Garima Bhatnagar, the senior officer, will continue as Special CP, EOW, while additionally serving as MD, DPHCL. Varsha Sharma will serve as Additional CP, EOW, after returning from Goa.
The combination brings together Bhatnagar’s extensive senior-level policing and international experience with Sharma’s field experience across Delhi, the Andaman and Nicobar Islands and Goa.
The appointments are part of the wider Delhi Police reshuffle involving 43 IPS and DANIPS officers, which also saw changes in several key wings, including Traffic, Vigilance, Special Branch, Crime, Intelligence and district policing.
