Patna: Bihar Chief Minister Samrat Choudhary presented a major vision to transform Bihar into a technology-driven and digitally empowered state during the AI Summit held in Patna. Addressing the event, the Chief Minister said Bihar must move beyond basic infrastructure and enter a new era of governance, education, and development powered by Artificial Intelligence (AI).
He stressed that Bihar now aims to emerge as a leading technology and innovation hub in India.
Bihar Must Develop for India to Become a Developed Nation: CM
Speaking at the summit, CM Samrat Choudhary said that Bihar has historically played a major role in shaping India’s intellectual and cultural identity.
He stated:
- Former CM Nitish Kumar ensured basic infrastructure such as roads, electricity, and water supply
- The next phase of Bihar’s growth will focus on digital transformation and advanced technologies
- Bihar must develop rapidly for India to achieve the goal of becoming a developed nation
The Chief Minister said the AI Summit was organised to change perceptions that Bihar is lagging behind in development and to create a roadmap for technological progress.
30-Day Ultimatum to Government Officials
In a strong message to government officials and employees, CM Samrat Choudhary announced strict action against delays in public service delivery.
He warned that:
- Public-related work must be completed within 30 days
- Officials failing to resolve matters within the deadline will face direct action on the 31st day
The Chief Minister said the era of delaying administrative files in Bihar is over and emphasized that AI would play a major role in speeding up grievance redressal and governance processes.
Bihar Government Uses AI in Tender Process
Highlighting practical benefits of Artificial Intelligence, Samrat Choudhary revealed that the Bihar government recently used AI technology in the Building Construction Department’s tender process.
According to the Chief Minister:
- AI improved transparency in tender allocation
- The government achieved significant savings in public revenue
- Technology helped streamline administrative procedures
He also stated that leaders and government officers in Bihar must now become “tech-savvy” and learn AI to ensure better governance.
Bihar Plans Dedicated Universities for Science Subjects
The Chief Minister also announced plans to establish dedicated universities for:
- Mathematics
- Physics
- Chemistry
He appealed to migrant Biharis working across India and abroad to contribute towards the development of their home state.
CM’s Light-Hearted Remark on AI Draws Attention
During his speech, Samrat Choudhary used a humorous example to explain the power of Artificial Intelligence.
He joked that if someone wearing a “green scarf” needed to be identified on Patna’s streets through AI technology, it could be done instantly.
However, he clarified with a smile that the remark was not directed at any political party or individual.
Bihar Government Targets IT Hub Status
Deputy Chief Minister Vijendra Yadav, IT Minister Nitish Mishra, and IT Secretary Abhay Singh also attended the summit.
