Mumbai: State-run defence shipbuilder Garden Reach Shipbuilders & Engineers Limited (GRSE) has announced a significant reshuffle in its senior management, approving the promotion of eight senior officials along with a key new technical appointment. The company disclosed the changes through regulatory filings submitted to the National Stock Exchange (NSE) and BSE Limited under Regulation 30 of the SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015.
All appointments and promotions will take effect from July 1, 2026, ensuring a smooth leadership transition amid ongoing execution of GRSE’s major defence and commercial shipbuilding programmes.
Leadership Restructuring Announced via Stock Exchange Filings
The restructuring was formally communicated by Company Secretary Sandeep Mahapatra, highlighting a coordinated elevation of senior personnel across key departments. The move comes as GRSE continues to handle a high-value order book that includes P17A stealth frigates, anti-submarine warfare shallow water crafts, and various next-generation vessels.
Promotions at Chief General Manager (CGM) Level
Two senior officials have been elevated to the Chief General Manager (CGM) grade:
- Mr. Goutam Karmakar (GM – RBD)
A mechanical engineering graduate (1995 batch), Karmakar has nearly 30 years of experience in shipbuilding. He joined GRSE as a trainee in 1995 and has worked extensively in fitting-out operations, engineering systems, and business development. He also served as Unit-in-Charge of the Fitting Out Jetty and Rajabagan Dockyard. - Cdr Satish Chandra Jha, IN (Retd.) (GM – FOJ)
A former Indian Navy technical officer with over 18 years of naval service and nearly a decade at GRSE, he played a key role in restructuring the Engineering Services Department. He holds degrees in engineering, electronics, telecommunications, and management.
Six Officials Promoted to General Manager (GM)
GRSE also elevated six officers to the General Manager (GM) rank, strengthening leadership across key verticals:
- Cdr Pinakesh Das, IN (Retd.) – Experienced in ship repair, Bailey bridge projects, and defence shipbuilding since joining GRSE in 2016.
- Ms. Swagata Sen Roy – Expert in corporate planning, marketing, and communications with over 14 years at GRSE and prior private sector experience.
- Mr. Bipu Kumar Das – Metallurgical engineer with over two decades in quality assurance and hull outfit operations.
- Cdr Ambuj Kumar, IN (Retd.) – Project management specialist overseeing the prestigious P17A stealth frigate programme.
- Cdr Ravi Kumar Sharma, IN (Retd.) – Naval engineering and ship design expert associated with GRSE’s Chief Design Office.
- Mr. Jayanta Kumar Sen – Veteran professional with over 25 years of experience in weapons installation and project management for defence vessels.
New Appointment: General Manager (Technical)
Separately, GRSE announced the appointment of Mr. Sanjay Sarkar as General Manager (Technical), effective July 1, 2026.
Sarkar, an electrical engineer from NIT Durgapur, joined GRSE in 2012 after a 25-year career in the IT sector, including roles at CMC Ltd. He currently serves as Additional General Manager (IT) and will now take charge of technical leadership responsibilities.
Strengthening GRSE’s Defence Manufacturing Capabilities
The leadership overhaul comes at a crucial time when GRSE is executing a strong order book that includes:
- Advanced stealth frigates
- Anti-submarine shallow water crafts
- Next-generation commercial vessels
The restructuring is aimed at enhancing operational efficiency, technical capability, and execution strength in India’s defence shipbuilding sector.
