Gandhinagar: The Gujarat government has transferred ₹1,100.19 crore in financial incentives to 14,853 industrial units through a single-click payment mechanism, while announcing changes to make incentives more accessible to micro, small and medium enterprises (MSMEs).

Deputy Chief Minister Harsh Sanghavi announced the disbursement at a programme in Gandhinagar on Wednesday, October 14. He said the government had removed the mandatory bank-loan requirement for eligible industrial incentives, allowing entrepreneurs who invest their own capital to seek assistance under the applicable schemes.

The government has also reduced documentation requirements by eliminating 16 documents, according to the announcement. Sanghavi said the rate of file disposal had tripled over the preceding six months.

MSMEs Receive ₹444 Crore in Incentives

Of the total ₹1,100.19 crore disbursed, MSMEs accounted for the largest number of beneficiaries, with 11,052 units receiving ₹444.03 crore under various incentive schemes.

The sector-wise distribution was as follows:

  • MSMEs: ₹444.03 crore for 11,052 beneficiaries.
  • Textile industry: ₹290.42 crore for 3,591 beneficiaries.
  • Large industries: ₹360.89 crore for 196 beneficiaries.
  • Other schemes: ₹4.85 crore for 14 beneficiaries.

The payments were transferred directly to beneficiaries’ bank accounts through the single-click mechanism.

Bank Loan No Longer Mandatory for Eligible MSME Incentives

The Gujarat government has removed the requirement to obtain a bank loan to qualify for the relevant industrial incentives.

The change allows entrepreneurs financing their businesses with their own capital to apply for assistance, subject to the eligibility conditions of the applicable schemes.

The government has also reduced paperwork by removing 16 documents from the process. According to Sanghavi, these administrative changes have helped accelerate the disposal of files.

The changes are intended to simplify access to industrial incentives and reduce the documentation required from applicants.

GIDC Allots 407 Industrial Plots to MSMEs

The Gujarat Industrial Development Corporation (GIDC) has allotted 407 industrial plots covering approximately 85 acres through an online draw.

The plots are located in three industrial estates:

  • Shekhpat
  • Khirsara-2
  • Sanand-2

The allotment process covered plots measuring less than 3,000 square metres. A total of 4,665 applications were considered for the online draw, according to the reported announcement.

Industrial Policy Attracts More Than 346 Applications

Sanghavi said the state’s new industrial policy had attracted more than 346 applications from large industries. Among them, 27 companies were reportedly seeking to return to Gujarat after operating in other states.

He also highlighted the government’s focus on first-generation entrepreneurs, women-led startups and employment generation, particularly in tribal areas.

The announcement also outlined plans for Smart GIDC industrial estates, with an emphasis on providing essential infrastructure alongside roads.

The proposed infrastructure priorities include:

  • Drainage systems
  • Street lighting
  • Utility and service lines
  • Roads and related industrial-estate infrastructure

The government said these facilities would be considered as part of integrated planning for industrial estates.

Gujarat Focuses on Incentive Delivery and Industrial Infrastructure

The latest disbursement combines financial assistance to existing industrial units with changes to incentive procedures and the allocation of industrial land to MSMEs.

The removal of the bank-loan condition applies to eligible incentives under the relevant policy framework; it does not mean that every business automatically qualifies for financial assistance.

The government has also highlighted administrative simplification and infrastructure planning as part of its broader approach to industrial development in Gujarat.
