Adalaj (Gandhinagar): Gujarat Chief Minister Bhupendra Patel inaugurated a three-day Chintan Shibir organised by the State Revenue Department at Trimandir Adalaj on Tuesday, focusing on improving governance, transparency, and citizen welfare.
The event is being held under the theme “Collaborate, Innovate and Transform for Better Land Governance”, bringing together district collectors and senior revenue officials from across the state.
Focus on People-Centric Governance and PM Modi’s Vision
Addressing the gathering, CM Patel highlighted the importance of implementing Prime Minister Narendra Modi’s governance mantra of “Sauno Saath, Sauno Vikas, Sauno Vishwas, Sauno Prayas”.
He said the Revenue Department and district collectors must work collectively to ensure efficient public service delivery and citizen satisfaction, aligning with the vision of Viksit Gujarat contributing to Viksit Bharat 2047.
Emphasis on Transparency, Technology, and Digital Land Governance
State Revenue Minister Sanjaysinh Mahida said Gujarat has adopted faceless and paperless governance systems through platforms like IORA and e-Dhara, making land administration faster and more transparent.
He also highlighted reforms such as:
- Zero-delay policy in land allocation
- Digitisation of land records
- Use of drone and satellite technology for survey corrections
- Simplified inheritance and documentation processes
These reforms have strengthened Gujarat’s position as a preferred investment destination.
Revenue Department Driving Industrial and Infrastructure Growth
Chief Secretary Manoj Kumar Das noted that the Revenue Department has played a key role in record-breaking land allocation for development projects, contributing significantly to Gujarat’s growth in renewable energy sectors like wind and solar.
He also emphasized that new administrative posts, including Additional Collectors and recruitment of Talatis and surveyors, have been approved to strengthen governance at the grassroots level.
Spiritual Approach to Ethical Governance
Spiritual leader Deepak Desai addressed participants, encouraging officers to combine spiritual values with administrative duties. He emphasized ethical conduct, service-oriented governance, and self-discipline in public life.
Digital Transformation and “Zero Delay” Administration
Additional Chief Secretary Jayanti Ravi stated that governance must balance logic, technology, and inner stability. She highlighted that the Revenue Department is moving toward real-time land records, digitisation, and transparent systems to ensure faster and more reliable public services.
She added that the initiative aims to bring qualitative transformation in governance, directly benefiting citizens.
Strengthening Grassroots Administration
State Settlement Commissioner Bijal Shah briefed participants on the Shibir’s structure and sessions. Senior officials, including district collectors and administrative leaders, are participating in discussions aimed at improving efficiency and citizen services.
Gujarat Pushes for Next-Generation Governance Model
The Chintan Shibir reflects Gujarat’s continued push toward technology-driven, transparent, and citizen-focused governance. With strong emphasis on digital transformation, administrative reform, and leadership training, the state aims to further accelerate its development journey toward Viksit Bharat 2047.
