Ranchi: Jharkhand Chief Minister Hemant Soren reviewed the functioning of the Transport Department and the Revenue, Registration and Land Reforms Department during a high-level departmental review meeting. The discussion focused on ongoing schemes, administrative performance, and pending issues, with a strong emphasis on transparency, efficiency, and technology-driven governance.
Focus on Transparent and Time-Bound Public Services
CM Soren directed all departments to ensure simple, transparent, and time-bound delivery of public services. He stressed the need for wider use of technology to improve service efficiency and reduce delays.
He specifically instructed officials to:
- Strengthen transport services
- Speed up resolution of land-related cases
- Improve overall departmental efficiency through digital tools

Land Records Digitisation to Ensure Transparency
A major focus of the review was the phased and comprehensive digitisation of land records across Jharkhand. The Chief Minister said that once completed, citizens will be able to access complete and updated land information on a single integrated platform.
This system will allow users to check whether land is:
- Under acquisition
- Already acquired by the government
- Free from disputes or legal issues
The move is expected to significantly reduce land-related disputes and uncertainties in property transactions.
Integrated Land Management System and Faster Processes
CM Soren directed that all key land records should be digitised and integrated into a unified portal to eliminate information gaps and inconsistencies.
He also emphasized:
- Faster and transparent transfer of acquired land to departments or user agencies
- Better inter-department coordination
- Speedier execution of development projects
These reforms aim to make land administration more efficient and reliable.
Simplifying Khasmahal Land Lease Processes
The Chief Minister reviewed issues related to Khasmahal land and instructed reforms in lease renewal, transfer, and land-use change processes.
Key directives include:
- Simplification and standardisation of procedures
- Online application and tracking system
- Time-bound service delivery
He also ordered a large-scale survey and mapping of all Khasmahal leaseholders to create an updated database and verify records to prevent fraud or discrepancies.
Transport Department Reforms and Rural Connectivity Push
In the transport review, CM Soren directed officials to:
- Organise camps at the panchayat level for issuing driving licences
- Strengthen the Mukhyamantri Gram Gaadi Yojana
- Conduct district-wise route mapping and road network planning
These steps aim to improve rural connectivity and make transport services more accessible.
Traffic Education, Road Safety and Emergency Services
The Chief Minister reviewed the proposed Traffic Park in Ranchi Smart City, which will educate citizens—especially children and youth—about traffic rules and road safety through interactive learning.
He also reviewed:
- Good Samaritan Scheme
- Hit-and-Run Compensation Scheme
He directed wider awareness campaigns to ensure timely assistance for accident victims.
Officials also informed him about the upcoming Guruji Emergency Service-1944, which CM Soren instructed to implement quickly for emergency response support.
Vehicle Scrapping and Revenue Generation Model
CM Soren reviewed vehicle testing and scrapping systems and directed the development of a structured model for disposal of unused government vehicles. This initiative is expected to generate additional revenue and improve asset management.
High-Level Meeting Attendance
The review meeting was attended by Transport Minister Deepak Birua, Chief Secretary Avinash Kumar, Development Commissioner Ajay Kumar Singh, and senior departmental officials.
