What is the Logistics Port Performance Index (LPPI)?

The LPPI is a national benchmarking framework developed under the Sagar Aankalan initiative. It is designed to evaluate and improve the operational performance of Indian ports.

Main Objectives

  • Improve port productivity.
  • Encourage continuous improvement.
  • Promote global benchmarking.
  • Strengthen India’s maritime competitiveness.
  • Support efficient logistics and trade operations.

How LPPI Measures Port Performance

The index evaluates ports across three major cargo categories:

1. Dry Bulk Cargo

Examples:

  • Coal
  • Iron ore
  • Fertilizers

2. Liquid Bulk Cargo

Examples:

  • Crude oil
  • Petroleum products
  • Chemicals

3. Container Cargo

Examples:

  • Export and import containers

The assessment is based on operational indicators such as:

  • Cargo handled
  • Vessel turnaround time
  • Berth idle time
  • Pre-berthing waiting time
  • Container dwell time
  • Ship berth day output

The framework gives equal importance to both current performance and year-on-year improvement, encouraging ports to continuously improve operations.

Four Major Digital Maritime Reforms Launched

Alongside LPPI, the Directorate General of Shipping (DGS) introduced four digital initiatives.

1. 24×7 Grievance Redressal Module (e-Navik)

This platform enables seafarers and stakeholders to:

  • File complaints online
  • Track complaint status
  • Receive faster resolution

2. Ship Registration Module (e-Samudra)

Benefits include:

  • Faster registration process
  • Reduced paperwork
  • Improved transparency

3. Medical Practitioner Module

The system helps:

  • Verify approved medical practitioners
  • Improve medical compliance for seafarers
  • Enhance maritime safety standards

4. Unified Ship Recycling Credit Note Module

This digital platform supports India’s ship recycling ecosystem and provides easier access to benefits under ship recycling schemes.

Government’s Vision Behind LPPI

According to Union Minister Sarbananda Sonowal, the LPPI is a major step toward:

  • Higher efficiency
  • Better transparency
  • Improved global competitiveness

The government believes that continuous benchmarking and performance monitoring will strengthen India’s position as a leading maritime nation.
