Ranchi: In a major push towards digital governance and real-time monitoring, Jharkhand Chief Minister Hemant Soren is set to directly track the progress of government welfare schemes through a new CM Data Intelligence Platform. The initiative aims to ensure that benefits of state schemes reach the ground level without delays or distortion in reporting.
Real-Time Monitoring Through CM Data Intelligence Platform
Until now, updates on scheme implementation were shared with the Chief Minister through periodic review meetings conducted by officials. However, under the new system, CM Soren will receive direct, real-time data on the status of various government projects.
This will be made possible through the CM Data Intelligence Platform, which is being developed under the broader CM Dashboard 2.0 initiative.
Integrated Command and Control Center to Be Set Up
To support this digital governance model, an Integrated Command and Control Center (ICCC) will be established at the state headquarters.
The Department of Information Technology and e-Governance has directed JAP-IT to prepare a detailed project report for the center. This ICCC will act as the central hub for collecting, analyzing, and displaying real-time data from across departments.
AI and IT Expertise to Shape the Project
The proposed system will also be reviewed and refined with inputs from national and international experts.
A key discussion on AI and IT investment is scheduled at an upcoming event in Hyderabad, where the platform will be presented for expert feedback before final approval.
Officials believe this step will help strengthen the system with advanced technologies like Artificial Intelligence (AI) and data analytics.
Better Transparency and Accountability in Governance
Once implemented, the CM Dashboard will allow the Chief Minister to monitor not only scheme progress but also key performance indicators across departments.
This is expected to:
- Improve transparency in governance
- Reduce chances of misinformation during review meetings
- Enable direct tracking of public grievances and their resolution
Officials will also come under closer scrutiny, as real-time data will make it harder to misreport progress.
Stronger Connection Between Government and Grassroots Workers
CM Soren has recently emphasized building a direct digital link between the government and field-level workers in districts and blocks.
As part of this effort:
- Teachers, ASHA and Sahia workers, Anganwadi workers, and assistants are being provided tablets
- The goal is to improve real-time data reporting from the grassroots level
This digital connectivity is expected to reduce delays and improve service delivery in rural areas.
Monitoring Panchayat-Level Development Work
The platform will also be used to track development projects in panchayats, where significant funds from the 15th Finance Commission and State Finance Commission have been allocated.
These funds are being used for:
- Roads, bridges, and rural infrastructure
- Drinking water and irrigation systems
- Education and healthcare facilities
There is also a proposal to provide tablets to village heads, panchayat leaders, and district council representatives to further strengthen monitoring at the local level.
A Move Towards Digital Governance in Jharkhand
With this initiative, the Jharkhand government aims to build a more transparent, accountable, and technology-driven governance system. If fully implemented, the CM Data Intelligence Platform could become a central tool for monitoring development across the state in real time.
