Leh: Chief Secretary of Union Territory of Ladakh and a 1996 batch IAS officer from AGMUT cadre, Mr Ashish Kundra chaired a high-level meeting to discuss the identification and integration of Union Territory-level databases with the National Intelligence Grid (NATGRID) platform, a major step aimed at enhancing data-driven governance, security coordination and cyber fraud monitoring in Ladakh.
The meeting was attended by officers from the NATGRID team led by the Joint Secretary, NATGRID, along with Administrative Secretaries and senior officials of the UT Administration.
Objective: Secure Data Integration for Better Governance
The discussions were part of ongoing efforts at the Ministry level to integrate state and Union Territory databases with the NATGRID platform to improve coordination among authorized user agencies across India.
The NATGRID team delivered a detailed presentation on the platform’s objectives, architecture and practical applications.
Officials explained that NATGRID currently integrates databases from 15 provider organizations and is being used by several authorized agencies for intelligence analysis and secure data access.
Gandiva and Sudarshan Tools Explained
The presentation highlighted two key analytical tools used by NATGRID:
Gandiva
A secure search engine that enables query-based access across multiple government databases.
Sudarshan
An advanced analytics platform that supports intelligence gathering, pattern detection and Open-Source Intelligence (OSINT)-based monitoring.
The team also discussed monthly usage statistics, potential use cases and the identification of additional provider organization databases from Ladakh.
Chief Secretary Calls for Integration of Key Sector Databases
Mr Kundra emphasized the importance of integrating databases from critical sectors, including:
- Electricity
- Water supply
- Education
- Cooperative societies
- Health schemes
- Industry
- IT-enabled services
He said such integration would significantly improve governance efficiency and strengthen the capabilities of law enforcement and investigative agencies.

Focus on Cyber Fraud, Security and Privacy Protection
The Chief Secretary stressed the need for:
- API-based secure integration
- Query-based data access systems
- Common identifier-based frameworks
- Strong privacy safeguards
- Robust data security protocols
He noted that a unified data framework would help agencies retrieve authorized information more efficiently, particularly in cases involving cyber fraud, internal security and law enforcement.
Kundra also sought clarity on inter-agency coordination mechanisms and discussed the legal and administrative scope of social media monitoring and digital intelligence.
Departments Directed to Identify Relevant Databases
The Chief Secretary instructed all concerned departments to identify databases suitable for integration and move forward through formal arrangements, including Memorandums of Understanding (MoUs), wherever necessary.
He emphasized that the initiative must be implemented with strict adherence to lawful usage protocols, privacy protection and cybersecurity standards.
