Lucknow: S. P. Goyal, a 1989 batch IAS officer and Chief Secretary of Uttar Pradesh, on Monday emphasized the need for stronger coordination among government departments to accelerate industrial projects and resolve bottlenecks affecting investment proposals and infrastructure development across the state.
Chairing the state-level Udyog Bandhu committee meeting at Lok Bhawan, Goyal said timely resolution of project-related issues is essential to sustain industrial growth and generate employment opportunities.
Focus on Investor Confidence and Ease of Doing Business
The Chief Secretary stressed that all departments must work in close coordination to maintain investor confidence and ensure that industrial proposals move forward without unnecessary delays.
The committee reviewed:
- Deregulation reforms
- Ease of Doing Business initiatives
- Pumped Storage Power (PSP) projects
- Industrial land utilization
- Investor facilitation measures
Goyal described Udyog Bandhu as a critical platform for creating a responsive and industry-friendly governance system and reiterated the state government’s commitment to making Uttar Pradesh one of India’s top investment destinations.
Concern Over Unused Industrial Plots
During the meeting, Goyal expressed concern over industrial plots that have remained vacant for years despite being allotted to companies and individuals.
He urged industry associations to assist the government in identifying such cases and ensuring productive utilization of industrial land so that valuable resources are not left idle.
Invest UP Highlights Progress in Deregulation Reforms
Invest UP Additional Chief Executive Officer Prerna Sharma presented the state’s progress under deregulation reforms, outlining steps taken to simplify procedures and reduce compliance burdens for businesses.
Invest UP ACEO Shashank Chaudhary highlighted pending issues related to Pumped Storage Power projects, particularly:
- Water allocation from the Son River
- Discrepancies between master plans and site maps
- Coordination among irrigation, environment and revenue departments
He emphasized the need for faster inter-departmental action to clear pending approvals.
Industry Bodies and Major Corporates Participate
Representatives from leading industry associations attended the meeting, including:

- Confederation of Indian Industry
- CREDAI
- PHDCCI
- Indian Industries Association

Uttar Pradesh Tops National Deregulation Rankings
Officials noted that Uttar Pradesh secured the top position in Deregulation Phase-I rankings in January 2026.
The achievement was attributed to several major reforms, including:
- Digitized land-use approvals
- Flexible zoning norms
- Simplified building standards
- Decriminalization of various compliance provisions
These measures have significantly improved the business environment and strengthened the state’s reputation as an investment-friendly destination.
