Bhopal: In a landmark decision aimed at strengthening farmer welfare and accelerating development, the Madhya Pradesh Cabinet chaired by Chief Minister Mohan Yadav has approved a series of high-impact policies and financial allocations across agriculture, infrastructure, health, and education sectors.

Fourfold Compensation for Farmers on Land Acquisition

The most significant decision from the Cabinet meeting is the revision of compensation norms for agricultural land acquisition in rural areas.

The government has increased the multiplication factor to 2.0, effectively ensuring that farmers will now receive four times the market value of their land. Previously, compensation was limited to double the market rate.

This reform falls under the state’s implementation of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2015.

The Cabinet approved a massive ₹33,985 crore package to accelerate development across key sectors:

  • Irrigation
  • Roads and bridges
  • Healthcare
  • Education

This investment is expected to significantly improve connectivity, public services, and rural development across the state.

₹25,164 Crore for Roads and Public Works

A substantial portion of funding—₹25,164 crore—has been allocated to the Public Works Department.

Key Highlights:

  • ₹7,212 crore for road construction (2026–2031)
  • ₹6,150 crore for rural and district road upgrades
  • ₹1,087 crore for bridges and road improvements
  • ₹9,950 crore for major bridge construction
  • ₹765 crore for maintenance of buildings and assets

This long-term plan aims to modernize the state’s transport infrastructure.

Irrigation Boost: Indokh-Rudhahera Project Approved

The Cabinet approved ₹157.14 crore for the Indokh-Rudhahera Micro Irrigation Project in Ujjain district.

Benefits:

  • Irrigation coverage for 10,800 hectares
  • Direct benefit to 35 villages in Jharda tehsil

₹969 Crore Rehabilitation Package for Chhindwara Project

A revised ₹969 crore rehabilitation package has been approved for the Chhindwara Irrigation Complex Project, replacing the earlier allocation of ₹840.8 crore.

Project Scope:

  • Construction of 4 dams
  • Irrigation coverage for 1.9 lakh hectares
  • Benefit to 628 villages across Chhindwara and Pandhurna districts

Education Push: Free Bicycle Scheme Extended

The Cabinet approved ₹2,190 crore for education initiatives, including:

Free Bicycle Scheme

  • ₹990 crore allocated
  • Covers students of Classes 6 and 9 in rural government schools
  • Valid from 2026–27 to 2030–31

Institutional Strengthening

  • ₹1,200 crore for:
    • Teacher training
    • Salaries and administrative costs
    • Institutional upgrades

₹5,479 Crore for Advanced Healthcare

A major boost to healthcare infrastructure includes ₹5,479 crore allocation.

Key Components:

  • ₹3,628 crore for CM CARE 2025 scheme
    • Focus on super-specialty services like oncology, cardiology, and organ transplants
  • ₹1,503 crore for upgrading medical colleges
  • Approval for a new government medical college in Mandla

Family Rest Houses in Medical Colleges

To address accommodation issues for patients’ families, the Cabinet approved the establishment of family rest houses within medical college campuses.

  • To be developed by charitable organizations
  • No direct government funding
  • Affordable lodging for attendants of patients

Administrative Decisions

Sixth State Finance Commission

  • Creation of 15 new posts for operational support

Young Professionals Program

  • ₹24 crore approved for the Chief Minister’s Young Professionals for Development Program (Phase 3)
  • Duration: 3 years
