Bhopal: Madhya Pradesh Chief Minister Dr. Mohan Yadav attended the Loktantra Senani Pradeshiya Sammelan held at Ravindra Bhavan in Bhopal as the chief guest. The event honored individuals who were jailed during the Emergency period (1975–1977), commonly referred to as “Loktantra Senanis” or democracy soldiers.
The program began with a ceremonial lamp lighting followed by floral tributes showered on the democracy fighters by the Chief Minister. Senior activists, including 96-year-old Loktantra Senani Lakshmi Narayan Patidar, 95-year-old Shanti Lal Sanghvi, and former minister Umashankar Gupta, were specially felicitated.
A short film highlighting the Emergency period was also screened during the event.
CM Announces Special Train for Pilgrimage of Democracy Fighters
In a major announcement, Chief Minister Dr. Mohan Yadav said that the state government will soon operate a special train dedicated to facilitating pilgrimage tours for Loktantra Senanis.
He also declared several welfare measures, including:
- Free accommodation for up to two days in government rest houses and circuit houses across the state
- Free medical treatment and air ambulance facility in case of emergencies
- Installation of memorial plaques in villages and towns in the names of deceased democracy fighters
- Naming of parks, roads, and playgrounds after Loktantra Senanis
- Issuance of pending Tamrapatra certificates to eligible beneficiaries
- Incorporation of suggestions from democracy fighters into state development policies
The Chief Minister emphasized that the government is committed to ensuring full respect and recognition for those who contributed during the Emergency era.

CM Mohan Yadav’s Remarks on Emergency and Democracy
Addressing the gathering, CM Yadav strongly criticized the Emergency period, calling it a dark chapter in India’s democratic history. He said that during that time, people were jailed without legal recourse—“no lawyer, no appeal, no hearing”—and families suffered severe hardships.
He stated that democracy fighters played a role similar to that of freedom fighters, adding that their struggle helped preserve India’s democratic structure.
Taking a political stance, he accused the Congress party of misusing constitutional provisions and alleged that democratic institutions were weakened during its long tenure in power.
He also highlighted India’s democratic strength, stating that the country has emerged as the world’s largest democracy, where a leader from a modest background can become Prime Minister.
Tribute to Emergency Prisoners and Their Legacy
Democracy Senani Association State President Tapan Bhaumik noted that the event marked the recognition of individuals imprisoned during the Emergency. He added that Madhya Pradesh has maintained a tradition of honoring such individuals for the past decade.
He also remarked that CM Mohan Yadav’s father was himself an Emergency-era detainee, stating that the Chief Minister had personally witnessed their struggles.
National President of the association and former MP Kailash Soni described the Emergency as a time when dissenting citizens were jailed and praised the role of leaders like Jayaprakash Narayan in defending democratic values.
Former Governor Captain Singh Solanki highlighted that the state currently provides ₹30,000 monthly assistance to democracy fighters and has expanded welfare measures for them.
State Government Expands Welfare for ‘Loktantra Senanis’
The Madhya Pradesh government reiterated its commitment to improving support systems for Emergency-era activists. Key welfare initiatives now include:
- Financial assistance of ₹30,000 for eligible democracy fighters
- Recognition benefits and certificates for beneficiaries
- Expansion of honor-based state programs under the current administration
Officials present at the event stated that efforts are underway to extend similar recognition to democracy fighters from other states, including West Bengal.
Political Context and Wider Message
CM Yadav also linked the event to broader national themes, praising India’s progress compared to neighboring countries and emphasizing the importance of preserving democratic values.
He referred to the ideological influence of organizations like the Rashtriya Swayamsevak Sangh (RSS), stating that such institutions have contributed significantly during critical national moments.
The Bhopal conference highlighted both symbolic recognition and policy announcements aimed at honoring Emergency-era democracy activists. With new initiatives such as pilgrimage trains, healthcare support, and memorialization efforts, the Madhya Pradesh government has signaled an expanded welfare approach for “Loktantra Senanis,” while also placing the Emergency period back into political and historical discussion.
