Bhopal: A state-level consultation workshop on “Strengthening Cyber Security Frameworks for State Data” was held at the Kushabhau Thakre Convention Centre in Bhopal, where Chief Minister Dr. Mohan Yadav emphasized that in the digital era, data is not just information but also a critical national asset and a foundation of citizen trust.
The workshop brought together senior government officials, cybersecurity experts, and departmental stakeholders to discuss emerging cyber threats, data protection strategies, and the creation of a robust, future-ready cybersecurity ecosystem for the state.
Data Security as a Pillar of National Security and Governance
Chief Minister Dr. Mohan Yadav stated that data has become the most valuable asset in today’s digital age. He compared data security with border security, highlighting that protecting digital assets is now as important as protecting national frontiers.
He noted that cyber threats such as deepfakes, data theft, cyber fraud, and cyberattacks are rapidly evolving, requiring continuous upgrades in security systems. He also acknowledged the changing nature of cybercrime and emphasized the need for proactive and predictive cybersecurity mechanisms.
The Chief Minister appreciated Prime Minister Narendra Modi’s leadership in strengthening national security frameworks and promoting awareness against emerging digital threats.

Announcement of Cyber Security Research Centre in Madhya Pradesh
A major announcement made during the workshop was the establishment of a Cyber Security Research Centre in Madhya Pradesh.
The proposed centre will be developed in collaboration with educational institutions and the Military College of Telecommunication Engineering, Mhow. It will focus on:
- Cybersecurity research and innovation
- Skill development in digital security
- Real-time cyber threat monitoring
- Predictive and preventive cybersecurity systems
The initiative aims to build a strong institutional foundation for cybersecurity excellence in the state.
Rapid Expansion of Digital Governance and the Need for Strong Cyber Protection
The Chief Minister highlighted that Madhya Pradesh is rapidly expanding digital governance services, with increasing reliance on technology for public service delivery.
He noted successful national digital initiatives such as:
- Direct Benefit Transfer (DBT) system ensuring transparent welfare delivery
- Jan Dhan Yojana enabling financial inclusion
- India’s globally recognized UPI payment system
While these systems improve accessibility and transparency, they also increase the responsibility of ensuring data security and citizen trust.
Madhya Pradesh Strengthens Cyber Infrastructure through MP-CERT and SOC Systems
Principal Secretary, Department of Science and Technology, MP-CERT emphasized that Madhya Pradesh is among the leading states in e-governance and digital innovation.
He highlighted that the increasing digital footprint has also raised cybersecurity challenges, making data protection across sectors—health, education, land records, and finance—a top priority.
He also noted the role of:
- MP-CERT for cyber threat monitoring and rapid response
- State Data Centre Security Operations Centre (SOC)
- Secure State Wide Area Network (SWAN) infrastructure
These systems are strengthening the state’s cybersecurity resilience.

Over 1700 Digital Services Strengthened with Security Measures
According to Managing Director of MPSEDC, more than 1700 government services are now being delivered digitally in Madhya Pradesh.
He stated that safeguarding sensitive citizen data—including health, education, land, and financial records—is a top government priority.
He added that ongoing improvements in cybersecurity infrastructure aim to ensure a secure and future-ready digital ecosystem.
Cyber Commandos and Cyber Warriors to Boost Security Capacity
Additional Director General (ADG) A. Sai Manohar shared a major capacity-building initiative to strengthen cyber defense mechanisms in the state.
Key highlights include:
- 6 cyber commandos currently operational
- 38 additional commandos selected
- Target of 44 cyber commandos before Simhastha 2028
- Training of nearly 3000 engineering students and volunteers as “Cyber Warriors”
- Use of Cyber Helpline 1930 for rapid complaint resolution
The initiative aims to enhance cyber threat detection, prevention, and rapid response capabilities across the state.
Focus on DPDP Act, Zero Trust Security, and Digital Infrastructure Protection
Technical sessions during the workshop covered critical topics such as:
- Digital Personal Data Protection (DPDP) Act implementation
- Secure digital public infrastructure
- Cybercrime control strategies
- IFMIS NextGen cybersecurity integration
- NICNET cybersecurity architecture
- Endpoint security and web infrastructure protection
- API-based systems like DigiLocker, Entity Locker, and API Setu
- Zero Trust security model and security-by-design approach
- Secure AI transformation journey
These discussions aimed at building a unified cybersecurity framework across departments.
Group Discussions Highlight Risk Management and System Modernization
Participants were divided into five thematic groups to deliberate on key cybersecurity challenges. Major discussion areas included:
- Risk-based security assessment and monitoring
- Data Centre (SDC) and SWAN security enhancement
- Legacy system modernization
- Data classification and privacy compliance
- Institutional cybersecurity capacity building
- Inter-departmental coordination and governance security frameworks
Departments shared challenges, technical gaps, and suggestions to improve cybersecurity resilience.

The workshop concluded with a shared commitment to strengthening cybersecurity governance in Madhya Pradesh. The primary objective is to ensure:
- Secure digital public infrastructure

Officials reiterated that cybersecurity is no longer optional but a foundational requirement for modern governance.
