In a significant administrative decision reflecting established service norms, the Government of India has approved the inter-cadre transfer of 2023-batch IAS officer Pallavi Mishra from the AGMUT cadre (Jammu and Kashmir segment) to the Punjab cadre. The move comes following her marriage to Aditya Sharma, an IAS officer of the Punjab cadre from the same batch.
The approval was granted by the Department of Personnel and Training (DoPT), which functions under the Ministry of Personnel, Public Grievances and Pensions. The transfer has been carried out in accordance with Rule 5(2) of the IAS (Cadre) Rules, 1954, which allows for inter-cadre transfers on grounds such as marriage, subject to the concurrence of the concerned state governments and the Ministry of Home Affairs.
Currently serving as Sub-Divisional Magistrate (SDM) in Marh, Pallavi Mishra’s transfer will enable both officers to serve in the same cadre, a provision aimed at supporting work-life balance among All India Services officers while maintaining administrative efficiency.

TRANSFER UNDER MARRIAGE PROVISIONS
Inter-cadre transfers on the grounds of marriage are a well-recognised provision within the All India Services framework. Such transfers require approvals at multiple levels, including the DoPT, the Ministry of Home Affairs, and the respective state governments involved. In this case, both the Government of Punjab and the Ministry of Home Affairs have concurred with the decision, paving the way for a smooth transition.
These provisions are designed to accommodate personal circumstances of officers without compromising governance requirements. By aligning cadres in cases of marriage between two IAS officers, the system seeks to ensure stability while retaining the integrity of cadre management.
The transfer of Pallavi Mishra is part of a broader administrative mechanism that balances personal considerations with institutional needs. As she moves to the Punjab cadre, the transition is expected to contribute to both administrative continuity and personal convenience.
