Chandigarh: The Punjab Government has carried out a major administrative reshuffle, transferring six IAS and 39 PCS officers with immediate effect to strengthen governance and improve service delivery.
The orders were issued by the Department of Personnel (IAS Branch) under the Governor of Punjab, directing all officers to assume their new roles without delay.
Key IAS Appointments
Among the important changes, 2008 batch IAS officer Neelima has been appointed as Secretary, Home Affairs. She was previously serving as Chief Executive of the Punjab Energy Development Agency.
2014 batch IAS officer Sakshi Sawhney has been posted as Chief Administrator of the Punjab Urban Planning & Development Authority (PUDA) and Director, Town & Country Planning under the Housing and Urban Development Department.
Sandeep Kumar, an IAS officer of 2015 batch, has been appointed Chief Administrator of the Greater Mohali Area Development Authority (GMADA), replacing Sawhney.
Abhijeet Kaplish, also 2015 batch IAS officer and currently Director, Mines & Geology, has been given additional charge as Chief Executive of the Punjab Energy Development Agency.
Manisha Rana, 2019 batch IAS officer, has been placed with the Transport Department and appointed Managing Director of PRTC, Patiala, replacing Bikramjit Singh Shergill.
Latif Ahmed has been given additional charge as Chief Executive Officer of the Punjab Waqf Board, Chandigarh.
Notable PCS-Level Changes
The reshuffle also includes extensive transfers among PCS officers across districts and departments:
- Rohit Gupta has been moved from Additional Deputy Commissioner (General), Amritsar, to Additional Resident Commissioner / General Manager, Punjab Bhawan, New Delhi.
- Several SDMs and Assistant Commissioners have been reassigned across districts such as Amritsar, Ludhiana, SAS Nagar, Pathankot, Hoshiarpur, and Jalandhar.
- New postings include Regional Transport Officers, Joint Commissioners in municipal corporations, and Chief Minister’s Field Officers.

Special Case: Latif Ahmed’s Induction
In a notable development, Latif Ahmed – originally a PCS officer – has been inducted into the IAS following a ruling by the Central Administrative Tribunal.
Despite having retired on July 31, 2025, upon attaining the age of 58, he will now rejoin service and continue working till next year.
Manisha Rana Takes Over as PRTC MD
The appointment of Manisha Rana as Managing Director of PRTC is also significant. She replaces Bikramjit Singh Shergill, who was holding dual responsibilities as Municipal Commissioner, Amritsar, and MD, PRTC—two key postings located around 250 km apart.
Strengthening Governance
The Punjab government stated that the reshuffle aims to enhance administrative coordination, improve efficiency, and ensure better delivery of public services across departments and districts.
