Mr. Vinay Kumar, a 1991-batch IPS officer, has been appointed as the new Director General of Police (DGP) for Bihar, as announced by the state Home Department on Friday. Officer Kumar, who had been serving as the ADG of Crime Department, succeeds Mr. Alok Raj, a 1989-batch IPS officer, who had been serving as officiating DGP since August 30, 2024.
Officer Kumar, who has held significant roles including ADG Law and Order and ADG CID, will serve a two-year term as DGP in compliance with a Supreme Court directive. He is an engineering graduate from IIT Kharagpur. Mr. Alok Raj, set to retire in December 2025, will now assume the role of DG-cum-CMD at the Bihar Police Building Construction Corporation.
Additionally, Mr. Jitendra Singh Gangwar (1993-batch IPS officer) has been appointed as the new Director General of the state Vigilance Department, further reshaping Bihar’s police leadership.
ABOUT IPS VINAY KUMAR
With over 33 years of experience in the police service, Mr Vinay Kumar is regarded as a sharp-witted officer known for his ability to achieve targets and deliver results.
He is a native of Rampurani village in the Mahua police station area of Vaishali district, Bihar. His father, Ram Iqbal Shukla, was a teacher. Kumar, the only son among four sisters, was known for his intelligence in studies from a young age. He completed his primary education in the village. After passing his matriculation examination locally, he moved to Patna for his intermediate studies, which he completed there.
An IIT Kharagpur graduate, Kumar’s academic excellence matches his professional accomplishments. He joined the Indian Police Service (IPS) in 1991 and has since held several significant positions within the police force.
He has served as the Superintendent of Police (SP) in several key districts and has held critical roles at the police headquarters. Notably, he was the Additional Director General (ADG) in the Crime Investigation Department (CID) and ADG of Law and Order before his appointment as DGP.
His tenure in the Bihar Police Building Construction Corporation was particularly notable, where he successfully oversaw the completion of several police infrastructure projects. Kumar is also known for his leadership qualities, being recognized as a team leader who consistently delivers results.
Although he was expected to retire in September 2025, Kumar’s appointment as DGP ensures a minimum of two more years of service in the role. His appointment is seen as a step towards further strengthening the police force in Bihar, under his leadership and expertise.
