Chennai: The Tamil Nadu Government College Teachers Association (TNGCTA) has urged the Government of Tamil Nadu to discontinue the practice of appointing IAS officers as Director of Collegiate Education (DCE) and restore the long-standing tradition of appointing the senior-most government college principal to the post.
The association said the Directorate of Collegiate Education oversees nearly 900 higher educational institutions across Tamil Nadu and should be headed by an experienced academician who understands the complexities of higher education administration.
TNGCTA Raises Concerns Over Bureaucratic Appointments
TNGCTA General Secretary S. Suresh said the Director of Collegiate Education is responsible for administering:
- 188 Government Arts and Science Colleges
- Government-aided colleges
- Self-financing institutions
Together, these institutions account for nearly 900 colleges under the Directorate’s supervision.
According to the association, for more than three decades the post was traditionally held by senior academicians, which helped ensure effective administration rooted in academic experience and campus realities.

Convention Changed in January 2024
The association stated that the state government departed from this convention in January 2024, when an IAS officer was appointed as Director of Collegiate Education as part of an administrative restructuring exercise.
Suresh said the appointment was initially expected to be temporary for one year, but the bureaucratic arrangement has continued for more than two years.
“Detrimental to the Academic Ecosystem”
TNGCTA argued that continued bureaucratic control over the Directorate is adversely affecting the higher education ecosystem.
The association said it has repeatedly raised the issue through:
- Protests and demonstrations
- Formal representations to senior officials
- Appeals to Chief Minister M. K. Stalin
According to the association, appointing a senior academic administrator rather than a career bureaucrat would better serve the needs of students, teachers and institutions.
Why the Post Matters
The Director of Collegiate Education plays a crucial role in:
- Faculty recruitment and transfers
- Budget and infrastructure planning
- Academic administration
- Policy implementation in higher education
Teachers believe that a senior principal with extensive institutional experience is better suited to handle these responsibilities.
Demand for Restoration of Academic Leadership
The TNGCTA has urged the Tamil Nadu government to immediately reinstate the earlier system under which the senior-most government college principal was appointed as DCE.
The association maintains that this approach would strengthen decision-making and ensure policies are more responsive to on-ground educational needs.
