Lucknow: Uttar Pradesh Director General of Police (DGP) Rajeev Krishna (IPS:1991:UP) has directed all police units across the state to ensure a “Zero Incident, Zero Accident” Kanwar Yatra and upcoming festival season, while announcing a week-long statewide campaign to trace missing and absconding criminals.
The directions were issued during an online statewide crime review meeting, where the DGP reviewed law and order preparedness, crime investigation, beat policing and the functioning of Mission Shakti centres.
Enhanced Security for Kanwar Yatra and Festivals
Reviewing security arrangements for the ongoing Kanwar Yatra and upcoming festivals, the DGP instructed all district police chiefs to identify sensitive locations and deploy additional police personnel wherever necessary.
He directed officers to maintain continuous surveillance in vulnerable areas and strengthen preventive policing through close coordination with local communities to preserve communal harmony.
Police have also been asked to ensure proper barricading, adequate lighting and effective traffic management along Kanwar routes and other important locations across the state.

Strict Enforcement of DJ Guidelines
Rajeev Krishna directed police to strictly enforce court and government guidelines relating to the permissible height and sound levels of DJs accompanying Kanwar processions.
He also instructed district police to maximise the use of modern surveillance tools, including:
- Tethered drones
- CCTV cameras
- Social media monitoring
These measures, he said, would help enhance situational awareness and enable quick response to any law and order issues.
Statewide Drive to Trace Missing and Absconding Criminals
During the review of the Yaksh App, the DGP described beat-level intelligence as the “soul” of the platform and emphasised the need to strengthen the beat information system.
He directed all police units to ensure accurate and comprehensive data entry across all 21 categories available on the application.
The DGP also ordered 100 per cent verification of active criminals and announced a special week-long campaign to trace offenders found missing during the verification exercise.
Speed Up Investigation of Heinous Crimes
Rajeev Krishna instructed district police to expedite investigations in pending cases involving serious offences, including:
- Murder
- Dacoity
- Robbery
- Chain-snatching
- Other heinous crimes
He further directed officers to initiate stringent action against habitual offenders under the Gangsters Act and the Goonda Act, wherever applicable.
Mission Shakti Centres Show Positive Impact
The DGP also reviewed the performance of Mission Shakti centres across the state.
According to the data presented during the meeting, a comparison of crime statistics before and after the establishment of these centres showed:
- 43% decline in dowry deaths
- 13% reduction in dowry harassment cases
Rajeev Krishna directed Range Inspectors General (IGs) and Deputy Inspectors General (DIGs) to regularly monitor the functioning of Mission Shakti centres to ensure that these improvements are sustained.
Focus on Preventive Policing
The DGP emphasised that proactive policing, technology-driven surveillance and timely intelligence gathering would remain central to Uttar Pradesh Police’s strategy for ensuring peaceful conduct of the Kanwar Yatra and upcoming festivals while maintaining effective crime control across the state.
